Overview

Contribute to strengthening health workforce education and training for UHC/SDGs.

You have:

  • A University degree in Health-related sciences, Public health, Social sciences or other related area.
  • Postgraduate in public health, Health sciences, statistics, demography, information systems, social sciences, HRH or related postgraduates, although experience can replace qualifications.
  • At least five years working in or with developing countries in preparation of HWF technical/strategic documents.
  • Fluent English language skills.
  • Working knowledge of French language skills.
  • Familiarity with the WHO mission and strategies with broader understanding of health workforce issues in the region.
  • Excellent communication and presentation skills with the ability to write in a clear and concise manner.
  • Proven negotiating and interpersonal skills.
  • Demonstrated ability to effectively use a computer and utilize software programmes such as Microsoft Office.

Contract

This is a UNV International Specialist contract. This kind of contract is known as International UN Volunteer. It is normally internationally recruited only. More about UNV International Specialist contracts.

Eligibility criteria

Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Description of task

The incumbent is assigned to contribute to the strengthening of the HWF/HRH education and training and Knowledge management areas in the context of UHC/SDGs using the Global and Regional HRH framework. Specifically, the incumbent will:

Tasks related to health workforce information and evidence

  1. Provide guidance and advice to countries to generate HWF data and evidence through various data sources for evidence-based policy development, implementation, monitoring, evaluation and accountability of the health workforce.

  2. Contribute to the maintenance of the Health workforce Observatory website

  3. Provide guidance and technical advice to countries to institutionalize and strengthen HRH information systems that include National Health Workforce observatories, HWF registries and National Health Workforce Accounts.

  4. Document and disseminate promising practices in health workforce planning, development and utilization.

  5. Contribute to the development and dissemination of the regional goods on HWF including HWF reports

  6. Analyze health workforce trends across countries and periodically produce a report.

  7. Provide guidance and technical advice to Member States to develop mechanisms for managing health workforce mobility and internal and international) migration including the implementation of the WHO Global code of Practice on the international recruitment of personnel.

Tasks related to Education and training of health workers

  1. Contribute to the development and strengthening capacity of national education systems and health sciences training institutions for linking production of all types of health workers, with appropriate skills and competencies, aligning with health system needs.

  2. Contribute to the strengthening national regulatory bodies and health professional associations, including strengthening accreditation mechanisms of training institutions

  3. In collaboration with HWF team reactivate the dialogue and networking with the Government Chief nursing and Midwifery Officers (GNMOs)/equivalent from Ministries of Health in collaboration with the ISTs and WCOs HSS focal points for Regional updates and vice versa

Other related tasks required or assigned by the supervisor

  1. Support the organisations of workshops and meetings of the HWF unit with stakeholders and partners

  2. Assist in the organisations of regional events related to the 2021 year of the Health and Care workers

  3. Assist in the drafting of technical and administrative reports and presentations including talking points/speeches on HWF development for senior managers

Assist on all other related responsibilities assigned by the supervisor, including back stopping for others as required

Qualifications/Requirements

Required degree level:

Bachelor degree or equivalent

At least five years working in or with developing countries; in preparation of HWF technical/strategic documents, or nursing and midwifery training and services, or working effectively in a multi-stakeholder environment for HWF including developing and/or promoting collaborative actions with national authorities in Health system.

  • Demonstrated ability to effectively use a computer and utilize software programmes such as Microsoft office word, excel, PowerPoint, share point and outlook. Other IT skills and knowledge of other software programs such as Microsoft Teams and Zoom will be an added asset
