UTF/BRA/087/BRA.

The National Secretariat for Mobility and Regional and Urban Development (SMDRU/MDR) is the body responsible for managing the National Policy for Regional Development (PNDR) and for conducting programs and projects to promote regional development at the macro, micro, and sub-regional scales.

Among its actions and objectives is the Department of Regional and Urban Development (DDRU) has as attributions to formulate and manage four national policies of great impact on territorial-based development. These are: the National Policy of Regional Development, incident on the national territory and with a special look at the macro-regions North, Northeast and Center-West, Semi-arid, Border Strip and Rides; the National Policy of Urban Development (PNDU), incident on the Brazilian urban spaces, of different demographic profiles, economic vocations and position in the network of cities; the National Irrigation Policy (PNI), incident in the Brazilian rural territories of national hydrographic basins; and the National Policy for Territorial Planning (PNOT), incident throughout the national territory aiming at the harmonization of uses and occupation of space in different geographic scales.

Based on this list of attributions, the Department is responsible for implementing Program 2217 of the Federal Government's PPA 2020-23. The objective of the new "Regional, Territorial and Urban Development" Program is to stimulate the development of territories, cities, and regions, expanding the productive and urban structuring, and the provision of public services for the reduction of socioeconomic inequalities, in multiple scales, aspiring the following intermediate results:

i. development of the regional productive base in the priority spaces of the National Policy for Regional Development (PNDR), including the strengthening of productive chains, employment and income generation, and integrated action with public irrigation projects;

ii. strengthening the role of cities in the development of priority regions

iii. the construction of a guiding vision for urban development;

iv. expanding the articulation of public policies for regional and urban development through a system of governance and regional and urban planning

v. the production of information and knowledge for the development of regions and cities; and

vi. Strengthening the technical capacity of municipalities in order to increase access to resources and improve their application.

Rescuing parts of the national territory marked by stagnation or low-income processes is the object of the territorial-based development policies mentioned above. A development pattern is sought in which increasingly larger portions of the population participate in the economic growth process and share its benefits; in which creativity and innovation are the keynote in the search for economically, socially, and environmentally fair and sustainable solutions, in a way that does not compromise the growth and quality of life of future generations, nor the water resources.

In view of the above, one can affirm that the execution of the physical and legal contracting will contribute to the elaboration and execution of more effective public policies for the Brazilian citizens that live in the priority territories of the PNDR, PNDU, PNI, and PNOT. In all these policies, which act on the territory in a systemic way at different geographical scales, the dimension of environmental sustainability, especially of water resources, is essential for a lasting development process.

To this end, Project UTF/BRA/087/BRA "Promotion of Public Policies for Regional Development", comes to be an important element for the promotion of the development of the territories. This Technical Cooperation Project was signed between the former Ministry of National Integration (MI), currently the Ministry of Regional Development (MDR), and the Food and Agriculture Organization of the United Nations (FAO/UN), under the supervision of the Brazilian Cooperation Agency of the Ministry of Foreign Affairs (ABC/MRE). Its development objective is to contribute to the promotion of regional development and planning of the Brazilian territory through planning for sustainable occupation of space, promotion of water sustainability and productive inclusion.

The present project, making use of the lessons learned during the implementation of the PNDR, of other projects executed and under execution in the Ministry, and of FAO's expertise, expressed in a diversified portfolio of technical cooperation projects in Brazil, intends to contribute to the strengthening of the PNDR, through the expansion of SMDRU's propositional capacity to articulate public development policies, at local and regional levels, especially through the formulation and implementation of plans, programs, projects and studies.

The hiring of the specialist is justified by the need to incorporate to the TCP multidisciplinary profiles capable of building, sharing, and transferring their knowledge to the technical team of DDRU/MDR, which today has the attributions to formulate and implement the National Policy of Regional Development - PNDR, the National Policy of Urban Development - PNDU, the National Policy of Irrigation - PNI, the National Policy of Territorial Planning - PNOT, and the National Integration Route Program.

In this context, Project UTF/BRA/087/BRA - "Promotion of Public Policies for Regional Development", makes public the simplified selection process for hiring individual consultants, individuals in the Product modality.

Technical Focus

To meet the objectives of this contract, the consultant must work with a focus on contract and budget management, strengthening methodologies for measuring goals and results indicators.

Tasks and Responsibilities

The following are part of the service to be provided:

  1. Survey and analysis of information related to the budgetary-financial execution of the project and internal processes and routines;
  2. Survey and systematization of norms, decisions and internal practices;
  3. Carry out a diagnosis of the procedures for rendering accounts;
  4. Propose improvements in the procedures of elaboration and analysis of the budgetary-financial execution.

The products to be presented by the Consultancy are:

Product 1: Technical document containing the diagnosis and evaluation of the results and performance of the Project's budget-financial execution, regarding the fulfillment of the indicators, objectives, results, and the efficiency in the use of the allocated resources and the achievement of the goals, for the years 2019 and 2020, aiming to support the monitoring of the project's actions for the promotion of regional development, defined in the National Policy for Regional Development (PNDR).

Product 2: Technical document containing a critical analysis of internal and external processes, identifying "control points" and proposal for the optimization of routines related to the management of technical cooperation at DDRU/SMDR/MDR.

Execution deadline

The total period for performing the services outlined in this Term of Reference will be three (3) months, respecting the activities and schedule proposed in ITEM 5.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

Professionals with the qualifications described below will be eligible for the selection, which will be verified by applying the evaluation criteria distributed among Education, Professional Experience, and Interview, applying the scores of 20%, 60%, and 20%, respectively.

  1. Education (20% of total points):
  • Mandatory: higher level professional, at least 10 (ten) years graduated, in the areas of: Business Administration, Accounting and/or Economics.
  • Desirable: post-graduate degree in the areas of Human Resources Management, Public Policies, Social Psychology.
  1. Professional Experience (60% of total points):
  • Mandatory: professional with minimum of 10 years’ experience in technical, financial and budgetary management of contracts; experience in multidisciplinary team management activities, experience with technical, financial and budgetary management of public sector contracts; experience with project management, plans and programs of international technical cooperation; and experience in human resources management.
  • Desirable: Possess advanced skills/experience in the Office package, Federal Government Systems and International Organizations Systems.
  1. Interview (20% of total points):
  • Mandatory: to identify and correlate the professional's profile to the necessary requirements and to assess the identified Knowledge, Skills and Competencies.
  • Brazilian Nationality or other legally authorized to work in Brazil
