Organizational Setting

UTF/BRA/089/BRA To contribute to the consolidation of the productive and socioeconomic organization of family farming in Brazil, through the implementation of innovative and priority actions in the formulation of national public policies.

Reporting Lines

The incumbent reports to the Assistant Representative in FAO Brazil - Programme

Technical Focus

To carry out surveys, studies and analyses of production, and access to public policies such as the Food Acquisition Program – PAA and the National School Feeding Program – PNAE, with a focus on food sovereignty and security, which involves quilombola communities, and with a view to technically subsidizing SETEQ/MDA and proposing mechanisms to quilombola productive groups for the preparation of proposals, projects for access to Bank Credit, Land Credit and Public Procurement programs (PAA, PNAE and Government procurement).

Tasks and Responsibilities

• Survey and analyze the production and access of quilombola communities to institutional purchasing markets; • Propose new tools and instruments that expand the access of quilombola communities to public policies for productive inclusion and commercializa-tion and help in the preparation of proposals/projects for access to Bank Credit, Land Credit and Public Procurement (PAA, PNAE and Govern-ment Procurement); • Carry out technical visits to quilombola communities with the objective of raising subsidies for the elaboration of the contracted products; • Dialogue with partner entities/institutions and social movements, participating in technical meetings with the team of the Secretariat of Quilombola and Traditional Territories and Production Systems, as well as MDA representative offices´ in the States; • Provide technical support for the actions developed on the subject of the consultancy with the involved agencies.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING:

Minimum Requirements

• Bachelor's Degree applied Social Sciences (according to the Capes/CNPq knowledge areas table) • At least of 08 (eight) years in public policies aimed at Traditional Peoples and Communities in the areas of Family Farming and/or Agrarian Reform and Food Security • Working knowledge (level C) of Portuguese and English or Spanish; • Brazilian Nationality or other legally authorized to work in Brazil.

Technical/Functional Skills

• Desirable experience in data collection and systematization of public policies of commercialization, credit and institutional markets, Technical Assistance and Rural Extension, and in analysis and preparation of normative texts, diagnoses and documents within the scope of Public Administration.
