Result of Service 2. Objective.

CBIT’s most important contribution will occur by strengthening Peru’s reporting and monitoring capacities so as to adequately comply with the requirements of the Enhance Transparency Framework through the new reporting format under the Paris Agreement: The Biennial Transparency Reports (BTR). In order to carry out the activities of Peru’s CBIT project it requires the hiring of a specialist in private climate finance monitoring in order to develop the monitoring system of climate change financing in the private sector.

Ultimate Result of the Service: Support the Ministry of Environment work to develop the monitoring system of climate change financing in the private sector. The consultant will carry out the following activities: - Develop the design of the monitoring system of climate change financing in the private sector, considering its alignment with NDC adaptation and mitigation monitoring under the Peruvian System for Monitoring Adaptation and Mitigation Measures. - Cocreate the design of methodology guidelines for monitoring climate change financing in the private sector in order to fulfil the mandates of the Regulation of the Framework Law on Climate Change. - Identify relevant stakeholders for the objectives linked to the design of the monitoring system of climate change financing in the private sector, and propose actions to engage with the identified actors. - Identify and support the organization and implementation of activities with stakeholders in order to strengthen knowledge of climate finance in the financial sector, increase private and financial sector participation in climate finance and implement the monitoring system of climate change financing in the private sector. - Provide inputs to the national climate finance strategy for implementing adaptation and mitigation NDC. - Co-lead the capacity building processes of the public and private sectors regarding the climate finance strategy and monitoring system. - Others relevant tasks required by the DGCCD of Ministry of Environment.

Duties and Responsibilities 1. Purpose.

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The UNEP Latin America and the Caribbean Office (LACO), located in Panama City, works closely with the 33 countries of the region and its activities are integrated into the Medium-Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA)

As part of the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement, Peru has submitted its Nationally Determined Contributions (NDC) with an emission reduction goal of 20% of business as usual (BAU) Greenhouse Gas (GHG) emission for 2030, including a 30% reduction scenario based on available financial resources, and five priority sectors for adaptation actions during the same established period: water resources, agriculture, fisheries, forestry and health.

Moreover, the Paris Agreement, in its Article 13, raises the need for Parties to have an enhanced transparency framework that allows information to be available to assess if the necessary is being done in relation to compliance with the commitments assumed to face climate change. This is a major challenge, especially for developing countries, which implies having the technical and institutional capacities to meet the reporting requirements, and the strategic planning to reduce GHG emissions with resilience.

The Capacity Building Initiative for Transparency Fund (CBIT), administered by the Global Environment Facility (GEF), supports the Peruvian government in improving its capacities to track and evaluate mitigation and adaptation within its Nationaally Determined Contributions (NDCs), as well as financial resources that are used to work on these issues, contributing to improve the national transparency framework and the decision-making processes related to climate change. The Ministry of Environment is the executing agency for the CBIT project in Peru, as the national climate change authority and in charge of the NDC progress tracking. The United Nations Environment Programme (UNEP) contributes to the CBIT Project in Peru as the implementing agency. The UNEP LACO based in Panamá provides technical and administrative support to the Peruvian government and supports the implementation of the CBIT project.

The CBIT Project in Peru will support the implementation of the Enhanced Transparency Framework of the Paris Agreement and will provide relevant outcomes to the National Government regarding the implication of the private sectors in climate action.

Component 3 of the project refers to the strengthening of the Means of implementation in the transparency system of Peru, specifically identifying and monitoring the public and private expenses associated with the implementation of the NDC in Peru. This implies strengthening the relationship with the private sector, identifying its contribution to the NDC, and strengthening its capacities to report on climate change issues.

In this sense, UNEP LACO is looking for a specialist in private climate finance monitoring to implement the activities foreseen in component 3. The incumbent will be supervised by the Coordinator of the Climate Ambition and Transparency Team of the Climate Change Unit for the Latin America and Caribbean Office of UNEP and will work 40 hours per week, from Monday to Friday at the Ministry of Environment of Peru in Lima, Peru.

Qualifications/special skills Academic Qualifications: - Bachelor’s Degree in Economics, Administration, or Economic Engineering, or areas related to the environment, climate change, national / sustainable development. (required)

- Courses in Environmental and/or Natural Resource Economics (desirable) Experience: - A minimum of four (4) years of professional experience in the public, private, academic, or civil society sector in areas related to project management, research or consulting related to environmental, development, or economic issues; (required) - Knowledge and work experience of Peru's national policy related to climate change with special emphasis on climate finance; (desirable)

Language: - The candidate must be fluent in Spanish and have a confident level in English (required).

Skills: - Knowledge and understanding of theories, concepts and approaches relevant to climate change mitigation and adaptation, climate change economics, economic valuation, climate finance and/or climate finance MRV; - Experience using of IT tools such as Microsoft Office; - Works collaboratively with colleagues to achieve organizational goals; solicits input by genuinely valuing others' ideas and expertise; is willing to learn from others; supports and acts in accordance with final group decision, even when such decisions may not entirely reflect own position; shares credit for team accomplishments and accepts joint responsibility for team shortcomings; - Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.
