Result of Service Supports the review and development of the SGs disability inclusion strategy in tandem with the desk review of the learning materials to gain a better understanding of the range of methodologies used within the Secretariat. The learning resources developed on the disability marker will assist Project Managers to use the marker to make substantive planning decisions that further the implementation of the UNDIS. The new guidance on the disability marker will assist Umoja to provide the system to track implementation of the UNDIS.

Duties and Responsibilities The United Nations Disability Inclusion Strategy (UNDIS) was launched by the Secretary-General in June 2019 to bring lasting and transformative change in the UN’s work on inclusion of persons with disabilities. The Strategy consists of a policy and an accountability framework and covers all the pillars of the UN’s work. As an organizational culture we are working on: evolving our internal systems in order to attract, recruit, retain and promote persons with disabilities in the UN workforce.

The accountability framework of the Strategy consists of a range of indicators with specific benchmarks, which provide a framework and roadmap for UN entities and United Nations Country Teams to progress on disability inclusion. The Strategy’s accountability framework mandates UN entities to mainstream disability into programmes and projects and to also track allocation of resources to disability inclusion. Therefore, building the capacities of our staff to understand disability inclusion; and developing our communications to promote the rights of people with disabilities and raise awareness on disability inclusion.

UN Secretariat entities are implementing the Strategy and reporting on it annually. A disability marker is being established in the UN Secretariat’s ERP system Umoja, including in the integrated planning, monitoring, and reporting application. This enables entities within the Secretariat to monitor and report efficiently within its programmes and projects. The disability marker will be used by UN Secretariat entities.

Based in the Office of the Controller, the purpose of the assignment is to develop guidance to enable effective use of a proposed new disability inclusion marker in the Umoja Strategic Planning, Budgeting and Performance Management system, and to create learning resources on the marker for staff.

The services provided by the consultant will focus on:

1. Conducting a desk review of existing markers and related guidance materials on disability inclusion adopted by other multilateral organizations e.g., UNICEF, ILO, OECD. This review should also result in a list of Secretariat entities that are already implementing the UNDIS and the tracking methodologies they are using. 2. Conducting a study of a sample of Secretariat projects to better understand the context in which the disability marker will be applied. 3. In light of the above two tasks, reviewing the use of the four-tier gender marker being implemented under UNWomen’s guidance by UN entities and developing a proposal to use it to track implementation of the UNDIS. 4. Developing a practical guidance note explaining the disability marker and how to apply it for planning and reporting. 5. Suggesting a plan to transition to Umoja SPPM, for those entities that have already established systems to monitor and report on the implementation of the UNDIS. 6. Developing a learning module on the disability marker, e.g., set of PPT slides with detailed speaker notes for eventual translation into an e-learning module, which is not in the scope of this consultancy.

Qualifications/special skills Skill : Familiarity with online reporting systems used by the UN or similar multilateral organizations is desirable. Academic Qualifications: Advanced university degree (masters or equivalent) in a field relevant to the assignment e.g., social sciences, finance, economics, international development, programme management etc. is required. A first-level university degree (bachelors or equivalent) with two additional years of relevant professional work experience may be considered in lieu of an advanced university degree. Experience: A minimum of 7 years’ experience in programming on issues related to international development, preferably with multilateral organizations is necessary. Experience dealing with issues related to diversity and inclusion e.g., disability, gender, etc. is required. Experience in developing guidance and learning resources is required. Experience in planning and reporting, including financial reporting is desired. Language: English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and spoken English is required. Knowledge of another official UN language is an advantage.
