OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (The Programme) is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies

DESCRIPTION OF DUTIES

In the context of the WHO Health Emergencies Programme (WHE) and of the WHO Incident Management System (IMS) at the country level, the incumbent will provide technical support to the incident management team (IMST), Ministry of Health (MOH) and other partners in strengthening case management, and emergency medicine response activities, throughout the full cycle of the incident. The incumbent will work to strengthen the health system in order to improve the emergency preparedness and response. The incumbent will also provide advice on a regular basis with regard to strengthening national and sub-national capacities in developing and implementing policies, strategies, tools and capacities in relation to trauma and emergency response.Please describe the key duties: --> Act as focal point in the Ukraine country office for support to the emergency medical services reform in Ukraine, contributing to maintaining an overview of the health-related situation and the emergency medical services in the country.--> Analyze and synthesize information on treatment, health facilities, and health professional, and ensure that updates are provided on a regular and timely basis to all levels of the response. --> Develop systems and procedures for emergency triage at healthcare facilities.--> Advocate for and provide expert technical assistance and training to hospitals and health professionals, including building the capacity of professionals at all levels in surgery, trauma management, disaster planning, infectious disease case management, and mass causality in emergency situation through supervision, formal and in-service training to establish a continuum of care and monitor impact. --> Support WHE lead and incident management with needs' assessments and liaison with other technical units in establishing needs of the affected population in regard to case management and emergency medicine, including referral pathways. --> Assess technical quality, safety and competence of selected health facilities using the hospital safety index and be responsible for the overall relevance and technical quality of deliverables.--> Develop country specific plans for emergency response, documenting gaps therein for the definition of the response and research agenda on the subject matter. Where required, provide technical advice on the establishment/strengthening of trauma care units and isolation facilities, based on standard guidelines and principles for emergency medicine and for infection prevention and control as deemed necessary. --> Ensure close coordination between clinical management, health systems, and laboratory response.With specific focus in the area of Protection against Sexual Abuse and Exploitation (PSEA) for all UN agencies in Ukraine, the incumbent will:--> Provide technical support and strategic guidance to the Resident Coordinator (RC) on PSEA, in order to ensure full participation by UN Country Team (UNCT) member entities in all aspects of PSEA. --> Coordinate the development of a joint inter-agency, community-based complaints mechanism to enable the affected population to report SEA. --> Coordinate and conduct as needed PSEA awareness raising initiatives and training for UNCT personnel and implementing partners; Work closely with UNCT member agencies to ensure coordinated referral mechanisms for victim services Perform any other incident-specific related duties, as required by the functional supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced university degree (Master's level or above) in the Medicine with specialization in emergency medicine, trauma care, surgery, toxicology, or infectious diseases. Desirable: Qualification in specialised medicine or nursing, Advanced university degree in Public Health. Additional professional training/specialization in health systems, hospital management, training & education, and/or other related area. Completion of the WHO Emergency Medical Team coordination cell training course would be an advantage.

Experience

Essential: At least seven years' practical experience, at the national and/or international levels, in the development, advocacy, planning, implementation of trauma and emergency medicine response, case management and/or clinical care activities during disaster or humanitarian emergency and/or infectious diseases outbreaks. Desirable: Previous experience with WHO, other UN agencies, Emergency Medical Teams, health cluster partners, recognized humanitarian organizations or nongovernmental organizations with expertise in disaster and health emergencies response.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 75,602 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2375 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
