OBJECTIVE OF THE OFFICE/DEPARTMENT

This is a requisition for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)

The PAHO Subregional Program is responsible for providing subregional technical cooperation and for strengthening PAHO’s engagement with the Caribbean Subregional integration mechanisms, the Caribbean Community (CARICOM) and its various bodies and organs; and to build synergistic partnerships with the subregional institutions such as the Caribbean Public Health Agency (CARPHA) and the University of the West Indies (UWI), among others. PAHO’s subregional technical cooperation specifically focuses on public health issues which would benefit from economies of scale and for which agreement on proposed collective responses and actions would produce a far greater impact than individual country responses. The Subregional Program also plays a role in coordinating among the different PAHO country offices.

DESCRIPTION OF DUTIES

Under the direct supervision of the Subregional Program Coordinator (SPC-CRB) and the general guidance of the Director, Department of Communications (CMU), the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

  1. Create and implement a communications plan tailored for the Caribbean subregion, aligned with the PAHO 2018-2022 Communications Strategic Plan, with emphasis on the climate change and health communication and visibility plan, in collaboration with and under guidance from the SPC-CRB and technical staff in the Office;
  2. Collaborate in the proposal and development of new and effective communication approaches and activities for EU/CARIFORUM climate and health project and support the access and dissemination of technical and scientific information in the subregion, in accordance with technical cooperation priorities; promote knowledge sharing initiatives aimed at improving demand for and easy access to technical-scientific information on health;
  3. Prepare subregional communication campaigns in line with CMU’s framework for storytelling culture amongst leadership and staff, in order to highlight the Organization’s work of technical cooperation in the sub-region; develop and maintain communication channels from PAHO staff and partners to ensure monthly flow of content for inclusion in stories, news media, reports, and other publications;
  4. Provide guidance and training to promote effective communication mechanisms and deliver effective communications with a focus on climate change, during/for health emergencies, campaigns and events; maintain effective partnerships with stakeholders to exchange critical and technical communication information and resolve implementation issues to ensure results are achieved as planned;
  5. Collaborate and provide technical support to the Subregional Program Coordinator (SPC) and technical staff to assess and address their key communication needs and opportunities, using both a social communication approach to help advance the Organization’s strategic objectives, and a public relations approach to stimulate greater interest in and awareness of the Organization and its work in the countries of the subregion;
  6. Prepare and edit press releases, web news, features, fact sheets, talking points and Q&A. Prepare periodic bulletins and update written materials as needed. Manage social media accounts, upload content to the local website, organize press conferences and write/edit opinion pieces and articles aimed at disseminating the work of the Organization at the subregional level;
  7. Collaborate in the identification and establishment of partnerships with CARICOM subregional institutions and non-governmental organizations for the promotion of information dissemination services;
  8. Promote internal and external contacts for the Organization with targeted institutions, including CARICOM institutions, nongovernmental and international organizations, private companies, decision-makers at all levels, members of donor and academic communities, and the mass media, to build a positive image for the Organization and inspire a higher level of respect and support for its activities and achievements;
  9. Manage media inquiries by arranging interviews, researching specific issues, and contacting technical staff; coordinate with management on sensitive issues; collaborate with management and technical officers on media relations and promotion of their activities to external audiences using a public relations approach. Monitor the press/media and elaborate distribution lists of journalists and strategic partners;
  10. Build and support the capacities of PAHO staff, including technical units and CFPs of Caribbean Country Offices, Subregional Advisors to effectively communicate leading health issues and PAHO’s program impact at sub-regional and country levels;
  11. Provide expertise and support to PAHO staff for using communication effectively to support policy advocacy, technical and scientific cooperation, partnerships and resource mobilization in support of the subregional public health agenda;
  12. Design and operationalize communication plans and actions within PAHO’s project planning, implementation, monitoring and evaluation at the subregional level; ccontribute to the preparation of reports, correspondence, and documents on climate change and health C&V related matters; coordinate and monitor delivery of EU/CARIFORUM communication deliverables;
  13. Provide advisory and capacity-building support in C4H strategies and programs to advance and strengthen public health agendas, issues, campaigns, and policies for positive health outcomes;
  14. Support the PAHO subregional program and Country Offices in building effective communications to position PAHO as a preferred partner, news source, thought leader and opinion maker on public health in the sub-region;
  15. Collaborate with EU/CARIFORUM Project Team in C&V planning, follow-up activities and communication support to projects in 16 countries and the multiple partners (emphasis on PAHO outputs);
  16. Perform other related duties, as assigned.

REQUIRED QUALIFICATIONS

Education****:

Essential: A bachelor’s degree in communications, journalism, media studies, digital media communication, advertising, or in a discipline related to the functions of the position, from a recognized university.

Desirable: Training in public health would be an asset.

Experience****:

Essential: Five years of national experience in communications or journalism, with practical experience in corporate and/or strategic communications.

Desirable: Experience working in health promotion would be an asset.

  • Thorough knowledge of and proven ability in communications, media, public relations and journalistic writing.
  • Technical knowledge of tools and techniques used to design, maintain and manage social media networks; proven ability to develop and integrate content into websites and blogs; theoretical and practical knowledge of mobile technologies.
  • Excellent writing and reporting skills with demonstrated experience in content production.
  • Training or experience in risk communication, crisis communications and/or behavior change communications.
  • Excellent organizational, analytical and interpersonal skills; ability to prioritize and multitask when required.
  • Strong professional oral and writing skills including the development of reports, oral presentations, and technical/persuasive documents for consideration at the highest levels of the Organization; ability to present in a clear and concise, diplomatic, tactful, and courteous manner.

Languages:

Very good knowledge of English. Knowledge of Spanish and/or French would be an asset.

IT Skills:

Demonstrated ability to effectively use software such as Microsoft Office Word, Excel, PowerPoint, SharePoint, Outlook, and Adobe Master suite. Other IT skills and knowledge of other software, 3D visualization modeling and digital social media products development, Visio and Project would be an asset.

REMUNERATION

Annual Salary****: (Net of taxes)
