Org. Setting and Reporting This position is located within the Office of the Mission Coordinator of the United Nations Support Mission in Libya (UNSMIL).The position is based in Tripoli, Libya (Tripoli is classified as a Hardship "E" duty station and a non-family duty station). The incumbent will report to the Mission Coordinator (MC).

On 31 January 2022, the Security Council renewed the mandate of United Nations Support Mission in Libya (UNSMIL) until 30 April 2022, through resolution 2619 (2022). The Security Council has tasked UNSMIL, as an integrated special political Mission, in full accordance with the principles of national ownership, to exercise mediation and through its good offices to: (i) further an inclusive political process and security and economic dialogue; (ii) further the continued implementation of the Libya Political Agreement; (iii) help consolidate the governance, security and economic arrangements of the Government of National Accord, including support for economic reform in collaboration with international financial institutions; (iv) help to achieve a ceasefire and, once it is agreed by the Libyan parties, provide appropriate support to its implementation; (v) support subsequent phases of the Libyan transition process, including the constitutional process and the organization of elections; (vi) coordinate and engage closely with international actors including neighboring countries and regional organizations; (vii) provide support to key Libyan institutions; (viii) support, on request, the provision of essential services and delivery of humanitarian assistance, including in response to the COVID-19 pandemic, in accordance with humanitarian principles; (ix) monitor and report abuses and violations of human rights and violations of international humanitarian law, including sexual violence in conflict, notably through the effective deployment of women and child protection advisers; (x) provide support in securing uncontrolled arms and related materiel and countering their proliferation; and (xi) co-ordinate international assistance, and provision of advice and assistance to Government-led efforts to stabilize post-conflict zones, including those liberated from Da’esh. The Security Council, through resolution 2619 (2022), tasked UNSMIL to provide support to the Libyan-led and Libyan-owned ceasefire monitoring mechanism including through the facilitation of confidence-building measures and the scalable and incremental deployment of UNSMIL ceasefire monitors.

Responsibilities Within limits of delegated authority, the Special Assistant, Political Affairs will be responsible for performing the following duties:

  • Provides substantive and practical support to the MC in implementing the Mission’s mandate; brings to the attention of the MC information on all matters requiring her/his personal attention, assists in formulating options as to how those matters might be handled, and ensures appropriate follow-up, as directed.
  • Maintains close working relationships with Senior Leadership Team, heads of sections, and the UN Country Team. Maintains contacts with authorities, political actors, civil society organizations, religious actors.
  • Organizes and supports the MC’s meetings and related events, prepares written summaries and ensures follow-up, as appropriate.
  • Substantively handles incoming correspondence, review/edit outgoing correspondence.
  • Contributes to the drafting/clearing of code cables, reports of the Secretary-General to the Security Council and other mission-wide or thematic reports.
  • Coordinates talking points, speeches, and takes notes when accompanying the MC.
  • Identifies, analyzes and monitors political developments and emerging issues with respect to the implementation of the Mission’s mandate.
  • Assesses implications of the strategies and makes recommendations on possible policies, and other measures to address issues of concern and to advance mandated objectives; Monitors, evaluates and reports on implementation.
  • Assists in formulating and managing the implementation of the Mission’s programme of work, including through support to planning and budgetary processes.
  • Assists in the selection of new staff when required.
  • Performs other relevant duties as requested by the MC.

Education Advanced university degree (Master's degree or equivalent) in political science, international relations, social sciences, law, public administration, or a related field. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven (7) years of progressively responsible experience in political affairs, diplomacy, conflict resolution, or related field is required.

Experience in political outreach, facilitation, analysis, advice and reporting is required.

Experience in security-political analysis in political transition context is required.

Experience of providing analysis and advice on local conflict dynamics is required

Experience working in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programmes) - or similar international organization or nongovernmental organization- in a conflict or post-conflict setting is required.

Work experience in/on the Middle East and North Africa region is desirable.

Experience drafting quality documents in English under tight deadlines is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Fluency in Arabic is desirable.
