Org. Setting and Reporting This position is located within the Office Special Coordinator of the Secretary-General in the United Nations Support Mission in Libya. The position is based in Tripoli, Libya (Tripoli is classified as a Hardship "E" duty station and a non-family duty station). The incumbent will be under the overall supervision of the Special Coordinator of the Secretary-General (SCSG).

With the mandate as renewed in SC resolution 2542 of 15 September 2020, The Security Council has tasked UNSMIL, as an integrated special political mission, in full accordance with the principles of national ownership, to exercise mediation and through its good offices to: (i) further an inclusive political process and security and economic dialogue; (ii) further the continued implementation of the Libya Political Agreement; (iii) help consolidate the governance, security and economic arrangements of the Government of National Accord, including support for economic reform in collaboration with international financial institutions; (iv) help to achieve a ceasefire and, once it is agreed by the Libyan parties, provide appropriate support to its implementation; (v) support subsequent phases of the Libyan transition process, including the constitutional process and the organisation of elections; (vi) coordinate and engage closely with international actors including neighboring countries and regional organisations; (vii) provide support to key Libyan institutions; (viii) support, on request, the provision of essential services and delivery of humanitarian assistance, including in response to the COVID-19 pandemic, in accordance with humanitarian principles; (ix) monitor and report abuses and violations of human rights and violations of international humanitarian law, including sexual violence in conflict, notably through the effective deployment of women and child protection advisers; (x) provide support in securing uncontrolled arms and related materiel and countering their proliferation; and (xi) co-ordinate international assistance, and provision of advice and assistance to GNA-led efforts to stabilise post-conflict zones, including those liberated from Da’esh.

Responsibilities Within limits of delegated authority, the Special Assistant, Political Affairs will be responsible for performing the following duties:

  • Provides substantive and practical support to the SCSG in implementing the Mission’s mandate; bring to the attention of the SCSG informed on all matters requiring her/his personal attention, assist in formulating options as to how those matters might be handled, and ensure appropriate follow-up, as directed.
  • Maintains close working relationships with Senior Leadership Team, heads of sections, and the UN Country Team. Maintain contacts with authorities, political actors, civil society organizations, religious actors.
  • Organizes and supports the SCSG’s meetings and related events, prepare written summaries and ensure follow-up, as appropriate.
  • Substantively handles incoming correspondence, review/edit outgoing correspondence.
  • Contributes to the drafting/clearing of code cables, reports of the Secretary-General to the Security Council and other mission-wide or thematic reports.
  • Coordinates talking points, speeches, and take notes when accompanying the SCSG.
  • Identifies, analyze and monitor political developments and emerging issues with respect to the implementation of the Mission’s mandate;
  • Assess implications of the strategies and make recommendations on possible policies, and other measures to address issues of concern and to advance mandated objectives; Monitor, evaluate and report on implementation.
  • Assists in formulating and managing the implementation of the Mission’s programme of work, including through support to planning and budgetary processes.
  • Assists in the selection of new staff when required.
  • Performs other relevant duties as requested by the SCSG.

Education Advanced university degree (Master's degree or equivalent) in political science, international relations, social science, economics, law, public administration, or a related field. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of progressively responsible experience in political affairs, diplomacy, law, international relations, conflict resolution, or related field is required. Extensive experience in political outreach, facilitation, analysis, advice and reporting is required. Relevant experience working in a United Nations common system field presence (inclusive of peacekeeping operations, special political missions, agencies funds and programmes) or other similar international organization is desirable. At least two years’ experience working in the office of a UN senior manager and/or public/government official is desirable. Experience working on/in the Middle East and/or North Africa is desirable. Experience working in a restricted security environment is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Fluency in Arabic is highly desirable.
