Org. Setting and Reporting This position is located in the Office of the Special Representative of the Secretary-General (SRSG) in Bangui within the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA). The incumbent reports directly to the Team Leader under the overall guidance of the SRSG.

Responsibilities Within delegated authority, the Special Assistant will be responsible for performing the following duties:

Coordination and Facilitation

- Provides substantive and practical support to the SRSG in implementing the Mission’s mandate; Keeps the SRSG informed on all matters requiring her personal attention, assists in formulating options as to how those matters might be handled, and ensures appropriate follow-up as directed. - Organizes and manages the SRSG meetings and Mission events, prepares written summaries and conducts follow-up activities, as appropriate; Coordinates/drafts correspondence for the SRSG’s signature. - Develops and maintains collaborative relationships with mission components, including JOC and JMAC, the authorities, the broader UN family (UNCT/HCT), donors and other national and international partners on coordination and policy matters.

Political Analysis, Advice and Reporting

- Identifies, analyses and monitors political developments and emerging issues with respect to the implementation of the UN’s mandate; - Assesses implications and makes recommendations on possible policies, strategies and other measures to address issues of concern and to advance mandated objectives; Monitors, evaluates and reports on implementation. - Coordinates/drafts summary and analytical reports including, but not limited to, situation reports, briefing notes, notes to the file, code cables and input for the reports of the Secretary-General to the Security Council as required. - Coordinates activities with the EUTM (EU Military Training Mission) as well as is to collaborate with the main actors providing support to the Central Africa Republic, CAR’s Internal Security Forces given that MINUSCA co-chairs the Strategic Committee on DDR and SSR and Technical Committee of SSR. - Performs accurate and timely unofficial translations of documents such as summary and analytical reports including, but not limited to, situation reports, briefing notes, notes to file, code cables, key messages and background notes and inputs for the reports of the Secretary General to the Security Council, as required, as well as interpretation (English -French/ French -English) for the SRSG during meetings, high level events and official business/missions.

Management - Assists in formulating and managing the implementation of the UN’s programme of work, including through support to planning and budgetary processes. - Provides daily oversight and backstopping for administrative processes, in close cooperation with the Administrative Assistant and perform general quality control in O/SRSG routine correspondence. - Assists in the selection of new staff - Performs other relevant duties as requested by the SRSG.

Identify priority activities and assignments; adjust priorities as required; allocate appropriate amount of time and resources for completing work; foresees risks and allow contingencies when planning; monitor and adjusts plans and actions as necessary.

Education Advanced university degree (Master's degree or equivalent) in political science, international relations, social science, economics, law, public administration, or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible experience in political affairs, diplomacy, conflict resolution, or related field is required.

Extensive experience in political outreach, facilitation, analysis, advice and reporting is required.

Experience working on conflict or post conflict issues is required.

Previous experience working in the office of a senior public official and/or as a Special Assistant (or similar) to a senior public official is required.

Previous experience working in a country implementing the “One UN” reform agenda is desirable.

Languages English and French are the working languages of the UN Secretariat. For the position advertised, fluency in oral and written English and French is required.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
