OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.

DESCRIPTION OF DUTIES

  1. Establish and maintain a system on transport management of WCO in accordance with WHO standards;2. Develops daily transport schedule board, and pre-plan based on daily necessary transport to and from accommodation, and submitted transport request from all units; 3. Works in collaboration with security officer to assure compliance with mission security clearances (ConOps performed by mission leader, submitted with necessary security formats)4. Analyzes data from managerial tools, with support from OSL Lead.;5. Monitors the transportation system in accordance with standard key performance indicators (KPIs) ;6. Prepares and monitors of a work-plan and budget to cover transportation needs;7. Monitors the movement of vehicles/drivers, assures consistent use of standard WHO fleet management tools such as trip logs, fuel logs, and assures compliance with DSS requirements for movement, i.e. telephone or radio notification of movement details and call signs of passengers, etc.. 8. Assures the inventory of vehicles and that the Global Asset Management (GAM) database is up to date;9. Acts as Focal Point with external contractors for vehicle maintenance (in association with Administration Officer); 10. Participates in the recruitment of the transport team (drivers) in the WCO11. Supervises WHO the transport team and delegates appropriate tasks to the Chief Driver.; 12. Facilitates Administration for custom clearance and registration of vehicles. 13. Initiate request to hire vehicle when there is no sufficient WHO vehicle numbers; Assign rental vehicle for the required activity; 14. Verifies and clears invoices and reports received from external contractors and validates as necessary with OSL Lead; 15. Ensures proper management of HF and VHF radio communication network, and mobile phone protocol for communicating with UNDSS radio room;16. Provides inputs for transport team Staff Development and Learning needs plan. 17. Produces monthly and quarterly reports to be sent to the OSL lead and EMRO WHE OSL focal point.18. Perform other duties assigned by immediate supervisors in support of the WHO country office

REQUIRED QUALIFICATIONS

Education

Essential: Completion of secondary education; Must possess a valid professional driving license for light and heavy duty vehicles Desirable: Diploma in auto mechanics, transport management or any other related field from a recognized higher institution

Experience

Essential: At least 8 years of experience in fleet management Desirable: Experience in UN or other international organisation is an asset

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at USD 22,986 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
