Org. Setting and Reporting This position is located in the Office of the Executive Director, Office of Administration of Justice (OAJ), in New York. The incumbent reports directly to the Executive Director.

Responsibilities Within delegated authority, the Special Assistant is responsible for the following duties:

  • Assists and supports the Executive Director of OAJ in all her/his functions in connection with the formal internal justice system of the United Nations.
  • Handles a wide range of multi-disciplinary and complex legal matters for the OAJ, involving issues of administrative policies and procedures, international, public, private and administrative law, to include interpretation and application of instruments (both substantive and procedural).
  • Provides legal advice on diverse substantive and procedural questions of considerable complexity, which may include those related to administration and management, institutions support, procurement and contracts, and other operational matters, separately administered programmes and funds, etc.
  • Conducts research on diverse substantive, procedural or administrative questions in connection with the formal justice system. Performs extensive legal research and analysis and prepares legal opinions, studies, briefs, reports, and correspondence; provides legal advice to the OAJ.
  • Prepares legal submissions and documents on behalf of OAJ as necessary.
  • Services the Internal Justice Council, committees, task forces, expert groups and other bodies, including preparation of background materials, summaries of issues and views of stakeholders, meeting reports, etc.
  • Reviews, advises on, and drafts complex contracts, agreements, institutional and operational modalities, or legal submissions and other legal documents; develops new legal modalities to meet unique needs/circumstances.
  • Advises on and participates in negotiations as they relate to the formal system.
  • Provides legal advice on the interpretation and application of staff regulations and rules.
  • Serves on various standing boards, committees, ad hoc working groups and task forces on behalf of Administration of Justice, as required; promotes the work of the United Nations and represents the organization at meetings, conferences, seminars, etc.
  • Coordinates and directs and/or mentors and supervises the work of administrative staff in the OAJ on specific projects.
  • Contributes to the review and design of new, or new applications of legal instruments, policy, guidelines, etc., on behalf of the OAJ.
  • Manages the Office of the Executive Director, liaises with appropriate offices to support the Executive Director in managing the resources of the office.
  • Performs other duties as assigned.

    Competencies - Professionalism: Knowledge of international legal procedures and instruments both substantive and procedural. Knowledge of the United Nations system’s policies and procedures and the United Nations' staff rules and regulations or that of a similar international organization. Ability to apply legal expertise to analyzing a diverse range of complex and unusual legal issues and problems. Strong analytical skills and ability to conduct comprehensive legal research on a range of issues, including those of a unique and/or complex nature; proficiency in legal writing and expression and ability to prepare legal briefs, opinions, and a variety of legal instruments and related documents. Discretion and sound judgment in applying legal expertise to sensitive, complex legal issues. Strong negotiating skills and ability to influence others to reach agreement. Ability to work to tight deadlines and handle multiple concurrent projects/cases. Knowledge of contemporary international relations and of United Nations system, organization and interrelationships. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations.     Education Advanced university degree (Master’s degree or equivalent degree) in international law. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience - A minimum of seven years of progressively responsible experience in law, including legal analysis, research and writing, or a related area, is required.

    • Experience in the preparation of legal opinions on issues related to international law is desirable.

    • Experience working in the front office of a Senior Official is desirable.

    • Experience in reviewing, drafting and editing complex legal documents is desirable.

    • Experience in preparing budget proposals to intergovernmental bodies is desirable.

    • Experience in assisting senior managers in responding to questions from legislative bodies within an international organization is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another official United Nations language is desirable.
