Result of Service The consultant will provide the following deliverables: - A short interim report outline to identify main structure and sections of the report. - A compilation of sources and detailed findings of desk-based research - Questionnaire for interviews - Recordings of at least 12-15 interviews will be collected and made available to the supervisor. - Clear and edited notes from all interviews will be produced in English, irrespective of the language in which the interview was conducted, and made available to the supervisor. - A detailed report outline to identify main structure and sections of the report. - A report prepared on the basis of the desk-based research and interviews. It will include anonymized quotes from interviewees and will be reviewed by the supervisor. Among others, the report should focus on: o Space competences in Brazil o Space market size and structure, competitiveness o Challenges and opportunities o Space for socio-economic developments and the SDGs. Additional elements/changes may be proposed with the progress of the desk-based research and interviews.

Duties and Responsibilities Under the supervision of the Associate Programme Officer leading the Project, the overall guidance of the Chief of the Office of the Director and under the overall strategic coordination of the Director of the Office, the tasks of the consultant will include, but not be limited to:

  • Conduct desk-based research and analysis to collect information about the space sector and space economy trends and functioning in Brazil. Focus will be on space competences, market size, structure, competitiveness; challenges and opportunities, and any additional relevant key elements.
  • Prepare interviews questionnaire, arrange and conduct at least 12-15 interviews with representatives of public and private space sector to confirm trends and investigate additional key elements of the space economy in the country.
  • Prepare outline of the report to identify main sections of the report based on the desk-based research and interviews.
  • Draft and review the report on the Brazilian space economy based on the desk-based research and interviews.
  • Coordinate with supervisor and partners of the project.

    Qualifications/special skills Advanced university degree (Master’s degree or equivalent) in economics, political science, international relations, social sciences or a related field is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. At least seven (7) years working experience in the field of implementing projects and/or research is required; Excellent verbal and written communication skills are required; Excellent research and interviewing skills are required; Excellent report writing skills and ability to synthesize information are required; The ability to work independently and as an active member of a team is required; Familiarity with outer space activities, in particular space economy and space industry, is required; Familiarity with Brazilian space sector is desirable; Experience working in international relations or for an international organization is desirable;

    Languages English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another United Nations official language is an advantage. Knowledge of Portuguese is desirable.

    Additional Information The United Nations Office for Outer Space Affairs (UNOOSA) is the United Nations office responsible for advancing international cooperation in the peaceful uses and exploration of space, and in the utilization of space science and technology for sustainable economic and social development. It also serves as the secretariat for the General Assembly's only committee dealing exclusively with international cooperation in the peaceful uses of outer space: the United Nations Committee on the Peaceful Uses of Outer Space (COPUOS). UNOOSA is the United Nation’s dedicated entity working on space affairs, supporting the legal, political and technical aspects of international cooperation in space activities. Such responsibilities extend to capacity-building in the context of space economy.

The assignment falls within the project of UNOOSA and United Nations Development Programme (UNDP) to provide specialized technical assistance services to the Brazilian Space Agency (AEB) to strengthen the Brazilian space economy to deliver socio-economic development and enhance AEB cooperation with public and private stakeholders.

The technical assistance services of UNOOSA will support AEB to analyze the Brazilian space economy and increase the understanding of its main components and structure. The project “Technical assistance services to strengthen the Brazilian space sector” is 24-month long and is divided in phases. The project includes the preparation of two reports on the space economy in Brazil, open e-learning material, one training for staff of the Brazilian Space Agency, one workshop and an international space economy conference in Brazil.

The consultant will support the execution of the first phase of the project which requires the preparation of the first report to analyze the Brazilian space economy by undertaking desk-based research, arranging and conducting a series of stakeholder interviews, and developing a report based on the desk-based research and interviews to analyze and highlight key elements of the Brazilian space economy.
