Org. Setting and Reporting The International Civil Aviation Organization (ICAO) sets international Standards and Recommended Practices (SARPs) for aviation safety, air navigation, security and environmental protection. To that effect, ICAO is a knowledge-based organization engaged in the development of intellectual property.

ICAO's Technical Cooperation Programme, under the direction of the Director, Technical Cooperation Bureau (TCB), provides advice and assistance to Contracting States as it relates to a variety of tasks, such as; civil aviation master plans, air traffic control services, airport modernization, safety oversight, regulatory frameworks, MRTDs and e-Passports, and more. Experts typically work together with national specialists to transfer their knowledge and at the same time provide on-the-job training. The Field Operations Section in TCB is responsible for the strategic planning, development, execution, evaluation and closing of Technical Assistance (TA) and Technical Cooperation projects, in keeping with TCB’s policies and contractual modalities.

The Finance Branch (FIN) is responsible for developing and applying budgetary, accounting and financial policies and procedures and for the efficient financial management, in accordance with the Financial Regulations and Rules, and the Assembly and Council directives. The Finance Branch is undertaking a project aimed at improving financial processes and policies, and that initiative includes automation of travel, production of better reports and dashboards for management and the governing body, and modification of the current Budget processes and related changes to systems.

The Information and Communication Technology Section (ICT), under the management of the Chief, ICT Section (C/ICT), is a service provider, which plans, acquires or develops and manages the organization’s enterprise applications and systems. Key activities of the Section include the establishment of core infrastructure and network services; software development and support for enterprise applications; Enterprise Architecture and Project Management; Enterprise Resource Planning (ERP) system support, Web management as well as Regional Offices (RO) support.

The Director, TCB, will provide administrative supervision, and, together with C/FIN, will undertake responsibility for the daily operational activities of the position. For IT technical matters, the incumbent will report in a matrix structure to C/ICT.

The Solution Architect and Delivery Manager, will provide IT support to TCB and assist FIN to implement improvements to reporting, budgeting, as well as to implement the travel solution to define and document business specifications, application functionality, and workflow requirements and perform business testing. S/He will also assist FIN, as required, to develop a reporting solution (including a data warehouse with business intelligence tools) and create and maintain dashboards and reports for management, and the Council and its Committees.

Responsibilities Function 1 (incl. Expected results) Implements and supports Information and Communication Technology (ICT) systems for the Technical Cooperation Bureau, developing solutions that support its operations, achieving results such as: •Develop solution concepts for TCB’s ICT landscape and Application Portfolio in line with the Enterprise Architecture objectives of ICAO. •Deploy and manage secure IT systems and services including associated data for TCB in conformity ICAO IT policy. •Prepare a roadmap for implementation and continuous improvement of the TC application landscape in conjunction with ICT and taking into account the overall organisational ICT development strategy. •Develop and draft procedures and instructions used to maintain the integrity and security of TCB’s ICT Solutions in conformity ICAO IT policy. •Provide pertinent reports on the roadmap and levels of implementation of solutions to support ICAO’s TC-related business capabilities.

Function 2 (incl. Expected results) Leads implementation of TCB systems as Product Owner with respect to Agile Solution Development, acting as liaison between TCB organizational units and ICAO internal or external development teams, achieving results such as: •Define, or facilitate the definition of, ICT solution requirements for all TCB organizational units. •Validate feasibility of technical solutions for TCB requirements with relevant internal or external solution providers and system owners. •Advise TCB work units on best practices for solution implementation and the potential business impact of various solution approaches. •Maintain documentation of the architecture describing new TCB systems or improvements to existing systems, assuring a proactive response to evolving business requirements. •Maintain documentation of operational and installation procedures for all TCB systems.

Function 3 (incl. Expected results) Supports the delivery of the Enterprise Solution for Travel Management, achieving results such as: •Ensure the delivery of the end-to-end corporate solution for travel management and reporting, in cooperation with ICT, especially the ERP team. •Collate, consolidate existing requirements for travel management, and collect any new requirements across all stakeholder units. •Assist in the preparation of Terms of References (ToRs) and Requests for proposals (RFPs) for professional services for the implementation of travel solution and assist or advise in the evaluation of bids. •Document “To-Be” processes and solutions with external and internal service providers for the ERP system. •Propose and implement integration points of Travel Solution within the ERP system, and with other applications. •Act as main technical focal point for the implementation of an Enterprise Travel Solution for ICAO. •Maintain documentation of operational and installation procedures for corporate solution for travel management.

Function 4 (incl. Expected results) Provides IT support to FIN, achieving results such as: a) Implement the reporting solution for FIN dashboards and reports to management and governing body: •Develop a data warehouse and Business Intelligence environment with assistance from external and internal service providers, to meet the financial reporting needs of management, the Council, and Committees. •Advise FIN staff and consultants on systems capability and limitation in the design of reports and dashboards. •Translate reports and dashboards design document from reporting consultant into actual reports and dashboards, as required. •Train users to maintain the above reports, the dashboards they rely on, and/or provide support to external service providers who may assist in their development.

b)Implement changes required to support the Budget processes: •Changes to the Agresso system. •Develop or modify existing reports and dashboards. •Develop and maintain models, normally in Excel or other solutions.

Function 5 (incl. Expected results) Supports the initiation, planning and specification of aspects of the organizational business strategy to drive best practice for the TC Application portfolio, including the alignment of TC-related business capabilities with ICT investments in solutions to support them, achieving results such as: •Serve as main point of contact and technical lead for the TC application landscape within relevant internal ICT Governance Boards. •Ensure that the TC applications comply with corporate architectural standards and principles •Proactively anticipate and address operational issues and challenges related to obsolescence and lifecycle limitations for tools and systems used for managing TC projects and in TCB. •Liaise with Business Owners across TCB to ensure that business processes are continuously aligned with the IT systems used, taking the necessary actions to liaise with the appropriate areas that support these systems to adjust and perform realignments when needed. •Liaise with Business Owners across TCB to review, from time-to-time, their business processes, with the purpose of identifying opportunities for optimization and streamlining of their IT processes and systems.

Function 6 (incl. Expected results) Provides subject matter expertise and advice to assigned ICT projects and systems in TCB. Evaluates hardware and software for purchase; recommends new configurations, provides training or arranges for vendor training for system users. Develops cost estimates and makes recommendations for systems development and upgrades to existing systems, achieving results such as: •Draft the Terms of References (TORs) for the acquisition of IT systems and services. •Evaluate supplier’s proposal for the provision of IT Systems and services. •Participate in the analysis of infrastructure and security trends especially in the context of the adoption of Cloud Services and facilitate knowledge sharing.

Education Essential •A first-level university degree, preferably in information technology, or in a related field. •PRINCE 2 Practitioner or Project Management Professional (PMP) certification.

Desirable •IT Infrastructure Library (ITIL) certification, or Control Objectives for Information and Related Technologies (COBIT) certification.

Work Experience Essential •A minimum of six (6) years of experience in Business Analysis and Solution Design for ICT Services in the areas of Finance and HR operations. •A minimum of six (6) years of experience in the analysis, development, implementation and support of ERP Systems. •Broad experience within a complex matrix organization. - Desirable •Professional experience in IT operations and IT Service Management (ITIL).

Languages Essential •Fluent reading, writing and speaking abilities in English.

Desirable •A working knowledge of French or any other language of the Organization (Arabic, Chinese, Russian, or Spanish).
