UNDP-Indonesia in collaboration with the MoH initiated an innovative solution for better SCM with Sistem Monitoring Imunisasi dan Logistik secara Elektronik (SMILE) project. A pilot project was initiated -with the support from UNDP- in two districts, Bogor and South Tangerang in West Java and Banten Provinces, respectively. At the core of the project is a human resources development component supported by a defined supervision plan and a rigorous training regimen. The system provides an integrated solution to address widespread inequities in vaccine coverage by supporting state governments in overcoming constraints of infrastructure, monitoring and management information systems and human resources. It helps track stock of vaccines as well as storage temperature of vaccines through SIM-enabled temperature loggers attached to the cold chain equipment. As of July 2018, the system has been set up in 54 Puskesmas (Community Health Care Centre) in the two Provinces. The project engages with stakeholders at all levels: Ministry of Health (MoH), Provincial Health Office (PHO), District Health Office (DHO) and Health Facilities/Puskesmas. Series of trainer training for cold chain handlers and immunization staff have been completed. Trainees equipped with handsets implement SMILE on a daily basis and the system is live since mid-July 2018. Specialized staff recruited by UNDP are constantly monitoring the implementation of the pilot. Cold chain data and vaccine stock (utilization) data is simultaneously updated in the SMILE application and uploaded on a cloud server which can then be viewed by program managers at district, province, and national level through online dashboards. Moving forward, UNDP has now been asked by the Government of Indonesia to expand SMILE implementation to further include 700 cold chain points in 6 additional provinces. The final intent is to expand the SMILE implementation to all cold chain in Indonesia (around 10,000 health facilities) in a phase wise rollout during 2020-2024.

Under the direct supervision of Project Officer, the National UN Specialist Volunteer will undertake the following tasks: 1. To provide technical analysis and recommendation related to future IT infrastructures of SMILE which the design has been created by software partner agency, and discussed with the MoH. a. Provide feasible resolutions including IT architecture design for SMILE from software partner agency on hosting platforms in terms of operability, risk and sustainability. b. Study the compliance of IT infrastructure of SMILE in relation to ToR and contractual obligations of the software partner agency to implement the recommendation in point a. These criteria should cover all aspects of TOR including Disaster Recovery, Infrastructure Mapping, Capacity Building, Training Effectiveness, Technical Assistance, Helpdesk Support, etc. This will inform UNDP on whether the activities under this component thus far are going on as per the accepted option. Assumption of Task 1 Current infrastructure details (cloud usage, server utilization, memory utilizations etc.) will be shared by software partner agency UNDP facilitate the discussion between MoH, the software partner agency and Software Specialist. 2. To provide technical and hand-holding support related to SMILE system for any development/enhancement and software upgrades a. Study the appropriateness and compliance of the SMILE scale-up in relation to the ToR and contractual obligations of the software partner agency (Badr Interactive) for the enhancement efforts and maintenance services. These criteria should cover all aspects of TOR including Software Completeness, Capacity Building, Training Effectiveness. Technical Assistance, Helpdesk Support etc. b. Assess the quality of the SMILE software in terms of key performance metrics during enhancement in the existing software. This will help UNDP to understand the robustness of SMILE software and the enhancement. Assumptions of Task 2 Access to production/test domains for testing purpose will be provided to Software Specialist. 3. Facilitate knowledge building and management for and from the project implementation.  Identifies best practices and lessons learnt from the project and from other initiatives that can be helpful to the project in achieving its goals and objectives;  Organizes and delivers trainings for the operations/project staff on project/programme management issues;  Conducts internal capacity building training for project staff to facilitate appropriate management and timely delivery of project outputs;  Identifies policy issues for codification and sharing;  Leads in generating knowledge products such as best practices and lessons learnt for knowledge sharing; and  Contributes to knowledge networks and communities of practice  Conducts internal capacity building training for project staff to facilitate appropriate management and timely delivery of project outputs including in gender analysis and gender mainstreaming  Effective contribution to learning and knowledge sharing in gender analysis and gender mainstreaming 4. The incumbent of the position should avoid any kind of discriminatory behavior including gender discrimination and ensure that  Human rights and gender equality is prioritized as an ethical principle within all actions;  Activities are designed and implemented in accordance with “Social and Environmental Standards of UNDP”;  Any kind of diversities based on ethnicity, age, sexual orientation, disability, religion, class, gender are respected within all implementations including data production;  Differentiated needs of women and men are considered;  Inclusive approach is reflected within all actions and implementations, in that sense an enabling and accessible setup in various senses such as disability gender language barrier is created;  Necessary arrangements to provide gender parity within all committees, meetings, trainings etc. introduced.  Any other related tasks as may be required or assigned by the supervisor.

Furthermore, UN Volunteers are required to:

 Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);  Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;  Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;  Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;  Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;  Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

 Demonstrated interest and/or experience in IT System Design, operations and maintenance, preferably with Operating System, database enterprise, Application Development, Data Center/public cloud, container, and virtualization technologies. Experience in administering virtual server of public cloud (i.e GCP or similar as well) and having Knowledge in microservice technology of container system (i.e. Kubernetes, openshift)  Previous experience as a volunteer and/or experience of another culture, (i.e. studies, volunteer work, internship) would be highly regarded

The position will be based in the capital, Jakarta, where basic living needs, including accommodation, banking facilities, medical facilities and telecommunications/internet services are readily available. All staple foods can be found in the markets, e.g.: rice, meat, vegetables, fruit, cooking oil, salt, etc. Many imported goods are available in Jakarta and other places throughout Indonesia. Jakarta has many good restaurants with good health standards and most guesthouses provide food. In Indonesia the most used means of transportation are taxi or local bus. Mobile phone is the most dependable tool to be in-touch with colleagues and friends. Internet service is readily available and affordable at most apartment complexes. ATMs are everywhere in Indonesia and Western cards can usually be used to withdraw Indonesian Rupiah.
