Org. Setting and Reporting The Software Engineer is responsible to the Head, Applications Development & Support Section.

Responsibilities Analyses user requirements relating to new projects and change requests, and based on that analysis, proposes or contributes to the proposal of feasible technical solutions; creates architectural blueprints and detailed designs for the approved solution including backend, front-end, process flow and User Experience (UX) designs, and drafts plans for their implementation.

Manages and contribute to the creation of software products, including new applications, expansion of existing applications, changes to existing applications, system interfaces and other work items in accordance with design and technical specifications documents, guides team members of technical tasks and issues encountered, aggregates team members work to produce a working software product using SDLC automation tools.

Creates quality management plans for new software solutions and for changes to existing applications, designs and creates test scenarios, unit testing schemas, load and other types of testing using the standard automated testing tools, oversees the activation of these testing, acts on findings, and helps teams’ members in operation and utilization of automated testing tools.

Analyses and resolves reported incidents and problems of operational applications applying root cause analysis and other techniques, helps in the monitoring of performance and availability of running software solutions, diagnoses and identifies application-related causes of performance problems, proposes and implements needed solutions.

Creates systems’ technical documentation, especially architecture/design documents, technical specifications documents, traceability matrices, system operation instructions, flowcharts, layouts, etc.

Education- A university degree from an accredited educational institution in computer science, information technology or other related fields; - Formal training in software development, database management and solution architecture.

Job - Specific Qualification Professional Application Development Certification (desirable)

DevOps Certification (desirable)

Work Experience A minimum of six years of progressively responsible relevant experience in the area of applications development and implementation.

Three years of work experience involving the architecture and design of large applications over web and mobile technologies and relational databases using integrated development frameworks and SDLC automation tools.

Thorough knowledge and proven hands-on experience in web and mobile projects involving multi-tier application development, object-oriented design and programming and utilizing .Net tools over major RDBMS, especially MS SQL using integrated development frameworks and SDLC automation tools.

Experience in the use of a standard/Agile SDLC methodology, project management tools and techniques in addition to using standard productivity tools.

Languages Excellent command of written and spoken English and Arabic.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice Type of Contract and duration: Fixed-term appointment of 3 years including 1 year probation period, with the possibility of further extension, subject to the availability of funds, satisfactory performance and continuing need.

The Software Engineer may be required to travel in the Agency’s area of operations.
