BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

Cash-based transfers (CBT) represent an increasing share of WFP’s total humanitarian assistance, and include assistance distributed as physical banknotes, e-money, mobile money, vouchers, or debit cards. By providing sufficient cash to meet food and other essential needs, the World Food Programme (WFP) aims to ensure families do not find themselves in a situation where they need to redistribute limited resources at the expense of food security.

In support of WFP’s global scale up of cash-based transfers, the Finance function through the Business Development and Cash Based Transfers Branch (FINB) is developing corporate tools and guidance, providing day-to-day technical advice and assistance to Country Offices while also undertaking a range of staff capacity-building activities and initiatives.

Several teams within FINB conduct CBT related assessments at separate phases of the CBT Business Process Model (BPM). These assessments play a critical role in the FSP selection and contracting process, including identifying risks and mitigation measures relevant to the FSP proposed payment solution. However, the absence of a central database limits the interoperability between the different assessments and reports. In other words, a vast amount of data is collected and managed using excel spreadsheets and other tracking tools, which creates inefficiencies and missed opportunities for insightful analysis. Therefore, FINB intends to develop a relational database that provides a central repository for all assessments. The database will enhance integration and promote data availability, integrity, and interoperability by using a common denominator to link multiple data entities. In addition, the database will facilitate FINB’s analytical oversight capabilities and empower users and managers to query the data to solve operational problems and answer a range of CBT business-related questions.

ACCOUNTABILITIES/RESPONSIBILITIES:

Under the supervision and guidance of the Product Manager/Technical lead, the Software Developer will design, program, document, test and deploy the FINB Database and its connected components in line with the Business Requirement Definition (BRD). Some of the roles and responsibilities include:

  • Conduct the technical need analysis based on the inputs provided through the BRD in lines and FINB requirements.
  • Design and develop the necessary relationship database based on the WFP approved technology stack guidance as provided by the WFP TEC division.
  • Populate the database with the past data currently existing in Microsoft excels, word, PDF, and various other formats, manually or using code to extract information.
  • Create a central repository for storing all past and future assessment documents while linking them to the necessary tables/ attributes within the database.
  • Develop demand-based queries to address some key business questions and analyze the data available in the database.
  • Ensure compliance with TEC Architectural Principles, Standards and Guideline while ensuring compatibility with existing corporate solutions and databases.
  • Follow the necessary WFP TEC requirements in handing over of all related sources codes and related documentation of the FINB Database.
  • Support the WFP initiatives on Automated and Secure File Transfers and associated solution and technologies.
  • Develop professional reports, dashboards, and presentations with analytic observations supported by data evidence.
  • Support the development of the FSP registration application and others while liaising with related cross-functional stakeholders.
  • Perform any other duties as assigned.

DELIVERABLES AT THE END OF THE CONTRACT:

  • Data entry or code capture of previous assessments.
  • Database linking all past and future assessment documents.
  • Various Variety of analytical and statistical reports related to the Database project and scale-up activities.
  • Presentations and guidelines materials relate to the Database.
  • Handover of all related source code if applicable.
  • Handover of the project along with all related documentation such as functional requirement, architectural materials, and technology framework maps of the project.

QUALIFICATIONS AND EXPERIENCE REQUIRED:

Education:

University degree (or its university equivalent) in computer science, mathematics, software engineering, or related fields

Knowledge and Skills:

  • Knowledge and hands on experience of relationship database management system (RDBMS) such as Postgre SQL, MySQL and Microsoft SQL server.
  • Knowledge and hands on experience of containerization tools and virtual machines such as Amazon Elastic Container Service (Amazon ECS), AWS (Amazon Web Services) Fargate, Kubernetes, OpenShift and Docker.
  • Knowledge and hands on software skills using Python (Flask or Django or Pyramid Framework), and/or PHP (Zend or Laravel or Symfony framework) and/or NODE.js and/or .NET. Preferably Python.
  • Familiarity with data warehousing and business intelligence concepts.
  • Experience using interactive data visualization tools such as Tableau.
  • Data storing and retrieving skills on cloud platforms.
  • Ability to capture business requirements and translate into business insights.
  • Additional certifications on software development and DB management are a plus.
  • Analytic mind, passion for detail while covering the bigger picture
  • Ability to work independently.

Experience:

Between 2 and 3 years of software development and data management experience of conceiving, specifying, designing, programming, documenting, testing, and bug fixing involved in creating and maintaining applications, frameworks, or other software components within the basis of the required knowledge and skills listed above.

Language:

Fluency in oral and written English.
