JOB TITLE: Social Safeguards Specialist TYPE OF CONTRACT: Consultancy Contract (International Consultant) UNIT/DIVISION: Myanmar Country Office DUTY STATION (City, Country): Nay Pyi Taw, Myanmar DURATION: 2-4 Months (renewable). It is planned for the selected expert to be engaged for a total of 11 months over a period of 6 years. The exact periods of engagement will be defined based on the progress of the project and performance of the individual. (Start June 2021)

PROJECT CONTEXT

The Republic of the Union of Myanmar has received financing from the Asian Development Bank (ADB) to implement a 6 years project named Resilient Community Development Project (RCDP).The Department of Rural Development (DRD) under the Ministry of Agriculture, Livestock and Irrigation (MOALI) is the implementing Agency. The Main Implementing Consultant and its team of expert will be contracted to support the implementation of the programme in all its aspects.

The main outcome of the project is to improve standard of living and resilience of targeted communities through three outputs: (i) development of climate and disaster resilient community infrastructure; (ii) development of resilient livelihood activities for poor men and women; and (iii) strengthening of institutional and organizational capacity of communities and government. The project will adopt a proven Community-Based Development (CBD) approach to deliver community infrastructure and livelihood subprojects to 17 poor, vulnerable townships covering 791 village tracts and 2,942 villages with a population of about 1.8 million people.

JOB PURPOSE

The Social Safeguards Specialist will ensure that the five clusters are able to effectively comply with the project’s social safeguards frameworks and guidelines.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Train project staff and communities on social safeguards and on the application of the community participation framework and the ethnic group development framework;
  • Design socioeconomic surveys and social impact assessments at community level to be undertaken by project staff;
  • Prepare screening checklist and procedure for the conduct of consultations, especially for areas populated by ethnic groups;
  • Coordinate with project teams to ensure that mitigation measures are integrated into the project design features;
  • Undertake compliance monitoring on the application of the Community Participation framework and the Ethnic Group development framework;
  • Prepare safeguards monitoring reports in cooperation with the Environmental Safeguards Specialist;
  • Provide inputs on social dimension and safeguard component on all project manuals and guidelines; and
  • Support the team leader in the submission of periodic reports.

QUALIFICATIONS & EXPERIENCE REQUIRED

Education:

  • Bachelor’s degree or equivalent in the Social Sciences/Sociology/Development Studies/ Anthropology
  • Secondary qualifications in an appropriate discipline

Work Experience:

  • 10 years professional experience, preferably in working with ethnic groups, social development and gender-related issues

Knowledge & Skills:

  • Extensive experience in donor financed projects and ADB or WB safeguards procedures
  • Working experience in Myanmar and/or South East Asia is essential

Language:

  • Fluency in written and spoken English
