Guinea Bissau experiences instability and fragility in many areas and the State is unable to provide the most of goods and services that the population needs. UNDP supports the Government to tackle complex challenges such as the continuing burden of HIV and other infectious diseases, and emerging challenges such as non-communicable diseases as well as COVID-19. The Health and Social Protection Cluster (HSPC) works on improving universal health coverage, decrease morbidity and mortality related to malaria and helps Guinea Bissau to strengthen M&E tools and innovative practices through data digitalization. UNDP in partnership with Global Fund works with the Ministry of Health to set up sustainable and cost-effective supply chain and stock management systems capable of purchasing and delivering drugs for Malaria, TB, and HIV. The HSPC supports social protection (SP) schemes to respond to citizen’s needs, particularly women and children. To strengthen social protection initiatives that can respond to most vulnerable women and children needs, the government of Guinea-Bissau is providing efforts with the international community to make improvements in this fundamental aspect but there are still many challenges including the elaboration of a national policy, and the setup of a system able to identify, register and provide support to most vulnerable people. The HSPC aims at ensuring that national institutions create a conducive environment for the development of effective and efficient SP initiatives, to support national partners to enhance the access to basic services, to stimulate productive inclusion, to provide income support that reduce poverty, to build resilience and remove structural barriers.

  1. Establish key partnerships with national and international development partners to support capacity building in the areas of social protection
  2. Liaise with the Head of the Health and Social Protection Cluster to provide overall technical guidance on matters of social protection
  3. Ensure implementation of programme strategies, adapt processes and procedures
  4. Support the dialogue with national counterpart including CSO, international partners and donors to follow up social protection issues
  5. Collect and issue updates on activities on social protection including changes in legislation and national or regional strategies or action plans.
  6. Support the development and practice of alternative and modern methods of enhancing's social protection systems addressing the needs of vulnerable groups
  7. Develop and implement capacity building strategies to meet the capacity and training needs of the state institutions involved in social protection and human rights protection.
  8. Support community-based organizations and group, state government, traditional authorities, and vulnerable groups to development.
  9. Put in place policies, strategies and systems related to social protection in the Health and Social Protection Cluster.
  10. Support the implementation of the social protection Annual Work Plan
  11. Perform all other tasks assigned by the supervisor in relation with the implementation of the Health and Social protection cluster.
