This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

Eligibility criteria

Minimum age: 22 years old. Applicants must be nationals of or legal residents in the country of assignment.

Description of task

The UNV will be based in Garissa County and travel to the different programme sites of the CashPlus pilots on a regular basis. Under the direct supervision of the Social Policy Specialist, the national UN Volunteer will undertake the following tasks: 1. Provide overall technical support to Garissa County in coordination of cash plus pilots

  • To serve as a technical advisor towards day-to-day implementation and coordination of the two
  • Cashplus pilots
  • Provide high qulity inputs and on site support towards successful pilot implementation
  • Liaise and Cooperate closely with the UNICEF Kenya Country Office Social Policy team for any
  • technical support required beyond his or her capacity
  • Support donors visits for the two pilots on a technical and administrative level

2. Coordinate and participate in regular monitoring missions

  • Support the county government in the planning and coordination of regular monitoring missions to the pilots
  • Particiapte in monitoring missions and provide technical support throughout these missions
  • Support in documenting the monitoring missions, highlighting identified best practises, remaining
  • challenges and agreed action points
  • Support missions involving the UNICEF Kenya Country Office and provide technical and
  • administrative support accordingly

3. Monitoring and Evaluation

  • Develop a tailored set of monitoring and evalautuion tools for each of the two pilot programmes as mentioned above
  • Pilot test and adjust the tools in collaboration with the County Government counterparts
  • Ensure final M&E tools are used and regularly updated during the regular monitoring missions
  • Provide monitoring data to UNICEF Kenya Country Office and support writing of donor reports as
  • necessary for the two pilots

4. Documentation of lessons learned and remaining challenges

  • Collect lessons learned and human interest stories from the two pilots at a regular basis
  • In collaboration with the County Government, produce regular reports and briefs to inform future
  • programming
  • Support overall documentation for UNICEF for the two pilots (e.g. for donor reports, annual reports)

Qualifications/Requirements

Required degree level:

Bachelor degree or equivalent

Education - Additional Comments:

University degree in Social Sciences, Social Protection or similar;

Required experience:

24 Months

Experience remark:

Minimum of two years of experience with implementation of integrated Social Protection Programmes and/or CashPlus, ideally the Inua Jamii Programme/National Safety Net Programme (NSNP) in Kenya; Proven record of engagement in Monitoring and Evaluation of integrated programmes (ideally in Social Protection), including tool development and implementation of regular monitoring and evaluation activities as well as the planning and coordaintion of high level monitoring missions; Proven record of engagement in professional documentation of integrated programmes (ideally in Social Protection), including Human Interest Stories and donor reporting in the context of complex multi-sectoral programmes; At least two years of experience with County level Government programmes; Previous experience should also include working with multi sectoral programmes (ideally in the area of Social Protection) and government as well as NGO partners at different levels;

Language skills:

  • English(Mandatory), Level - Fluent
