The East and Southern Africa Region (ESAR) faces multiple challenges that are limiting the well being and future potential of the children living in its 21 countries. These include high monetary and multi-dimensional poverty rates, limited access to quality basic social services and, most crucially at the moment, a myriad of complex humanitarian emergencies that are limiting the development, well being and futures of children.

The Social Policy team in the East and Southern Africa Regional Office (ESARO), based in Nairobi, provides technical support to social protection and emergency staff in UNICEF Country Offices as well as in-country surge support in emergencies. This support includes advising on scale up of national systems, design and implementation of national programmes and HCTs, resource mobilization and coordination, as well as in-country support when requested by COs. Given the scale of work that is ongoing in the region, ESARO is seeking a United Nations Volunteer to support with knowledge management of the social protection and HCT progress, challenges and best practices as well as capacity development of UNICEF COs and South South learning exchanges.

Under the direct supervision of the Social Policy Specialist (Social Protection) in ESARO, the UN Volunteer will provide technical support to the regional team to identify, capture, synthesize and share technical updates, best practices and lessons learned from CO work across the region. Specifically, this will include: 1. Maintain an updated regional mapping of all social protection work ongoing by UNICEF including both regular social protection systems work as well as emergency responses, funding, and other key indicators of interest. This may also include development of additional tools to better capture and communicate ongoing social protection engagement in ESAR. 2. Support sharing of knowledge across the region as well as outside (i.e., with other regions and HQ) through organization and facilitation of regional webinars, contributions to regional working papers, development of a regional SharePoint site and document repository, aggregation of communications materials from COs including human interest stories, case studies and social media opportunities. 3. Contribute to South South learning among governments in the region through support to-wards the organization, administration, and facilitation of regional events, most notably the Africa Community of Practice on Cash Transfers and the Transfer Project Network Meeting. 4. Support ESARO to improve communications of ongoing social protection work including identification of potential social media opportunities, aggregation of highlights into a regional quarterly newsletter and contributions to other communications activities as needed. 5. Provide other technical support to COs and the RO as required.

the area of social protection and/or cash transfer programming. • Direct experience in strengthening knowledge management, organizational planning or communications, ideally in a relevant development field. • Hands-on experience in designing, implementing, monitoring or evaluating social cash transfer programmes is desired, preferably in Sub-Saharan Africa; • Experience in shock responsive social protection and/or humanitarian programming is a strong asset; • Excellent writing skills, analytical skills as well as good computer skills; • Strong communication skills, including with and across diverse teams; • Strong knowledge of UNICEF’s programming principles, including on gender equality and RBM

The Republic of Kenya is an equatorial nation on the coast of East Africa, neighboring Somalia, Ethiopia, Sudan, Uganda, Tanzania, and the Indian Ocean. Kenya has two levels of Government; National Government and 47 sub-national Governments called Counties. Kenya is a multi-party state with Executive, Legislative, and Judicial branches. Kenya’s population of more than 40 million is growing at an annual rate of 2.2%. The country’s GNP per capita estimated at purchasing power parity (PPP) is $975, and the GNP is growing at an average rate of 0.1% annually. More than 26% of Kenya’s people live below the international poverty line of $1 per day. Kenya’s main food crops are “maize, wheat, pulses, roots and tubers.” (FAO). Nairobi is a modern metropolitan city where most basic goods and services, health facilities, public transport, telecommunication and banking services and educational facilities are readily available. The city is widely connected through its main airport, Jomo Kenyatta International Airport, and the smaller Wilson Airport. Air transport is also available to many up-country destinations. The city is home to some 3,000 UN personnel mainly attributed to the fact that it serves as the headquarters for both the UN HABITAT and UNEP.
The socio-economic and cultural background of the immediate society the UNV would be living and working in is diverse and prevailing security conditions at the place of assignment is modest. The topographic and climatic features of the assignment location is highland cool and warm tropical climate.
