How can you make a difference?

Summary of key functions/accountabilities:

1. Strengthening social protection coverage and impact for children, with special focus on shock-responsive social protection

  • Supports the development of social protection policies, legislation and programmes with attention to enhancing shock-responsiveness and impact on children, with special attention the most marginalized. Identifies, generates and presents evidence to support this goal in collaboration with partners.
  • Support the government partners (Ministry of Gender, Children and Social Action - MGCAS, National Institute of Social Action- INAS) on implementation of shock-responsive social protection (SRSP) in geographical locations jointly prioritized with the government and other partners.
  • Ensure prioritization of the most vulnerable (children, pregnant and lactating women, persons with disabilities) in SRSP ensuring enhancement of beneficiary communication and case management of SRSP
  • Continuous, effective and strategic coordination, communication, consultation and liaison are maintained with Government, UN agencies, NGOs, donors and allies in support of the SRSP operationalization for special needs of children and women affected by emergency situations.
  • Support documentation of lessons learnt of past experiences in SRSP interventions supported by UNICEF (cyclone, displaced population, Covid-19) to inform the national strategy
  • Draft project proposals and donor reports in the area of SRSP
  • Strengthens monitoring and evaluation of the SRSP and provides support to sectoral and decentralized information systems.
  • Supports improved monitoring and research around social protection impact on child outcomes, and use of data and research findings for strengthening programme results.

2. Improving use of public financial resources for children

  • Undertakes budget analysis to inform UNICEF’s advocacy and technical assistance to Ministries of Economy and Finance, planning commissions and social sector ministries to improve equitable allocations for essential services for children. Works with sector colleagues to build capacity to undertake costing and cost effectiveness analysis on priority interventions to help inform policy decisions on child-focused investments.
  • Supports the identification of policy options for improved domestic financing of child-sensitive and shock-responsive social protection interventions.

3. Strengthened advocacy and partnerships for child-sensitive social protection

  • Supports correct and compelling use of data and evidence on the situation of children and coverage and impact of child focused services with focus on social protection
  • Establishes effective partnerships with the Government, bilateral and multilateral donors, NGOs, civil society and local leaders, the private sector, and other UN agencies to support sustained and proactive commitment to child-sensitive and shock-responsive social protection
  • Identifies other critical partners, promotes awareness and builds capacity of partners, and actively facilitates effective collaboration within the UN family.

4. UNICEF Programme Management

  • Helps manage and coordinate technical support around social protection ensuring it is well planned, monitored, and implemented in a timely fashion so as to adequately support scale-up and delivery. Ensures risk analysis and risk mitigation are embedded into overall management of the support, in close consultation with UNICEF programme sections, Cooperating Partners, and governments.

Supports and contributes to effective and efficient planning, management, coordination, monitoring and evaluation of the country programme. Ensures that the social protection programme enhances policy dialogue. Provide technical supervision to Social Protection Officers (NoB) at national and provincial levels.

To qualify as an advocate for every child you will have…

Education: An advanced university degree (Master's degree) in one of the following fields is required: Economics, Public Policy, Social Sciences, International Relations, Political Science, or another relevant technical field.

Experience:

A minimum of five years of relevant professional experience is required.

Experience working in social protection in Mozambique is considered as a strong asset

Language Requirements: Fluency in English is required, fluency in Portuguese is desirable
