The incumbent is accountable for effective engagement in social policy dialogue with the Government for programme development, advocating for increased public resource allocation and budgeting towards child sensitive national social protection system as well as design, development of social protection programmes mechanisms and tools.

How can you make a difference?

Under the general guidance of the Chief Social Policy, the incumbent is accountable for effective engagement in social policy dialogue with the Government for programme development, advocating for increased public resource allocation and budgeting towards child sensitive national social protection system as well as design, development of social protection programmes mechanisms and tools. The incumbent is also accountable for (i) de development of improved linkages between social protection and essential social services to ensure a protective environment for the most vulnerable children in DRC including orphans and (ii) the design of social protection models and approaches; the conduct of analysis and advocacy for sustainable social protection system for children.

  • Work with Government and key partners to (i) conduct analysis to identify social protection intervention opportunities (ii) design and implement social protection programmes and models of interventions that have high impact on children and their families and are responsive to shocks and fragility.

  • Participates in social protection policy dialogue and development with the Government, engages in and establishes constructive dialogue and partnerships between international and local stakeholders to support the development of evidence-based social protection policies and programmes contributing to the progressive development, financing, and coordination of an integrated national social protection system that contributes to realization of children’s rights and ensures linkages with essential services for the most vulnerable children.

  • Proposes options for modelling improved linkages and coordination between social protection and essential services for children, and between different levels of government structures for policy implementation.

  • Monitors and updates current information on social protection budgeting and spending patterns for social protection programmes on an on-going basis to support advocacy for greater public resources and budget allocation for social protection, prioritization of resource allocation for children, and universal coverage of social protection for children.

  • Identifies responses and alternative courses of action to improve/maximize the cost-benefits of social protection for the most vulnerable children by developing evaluation, research mechanisms and economic models for a nationally scaled up social assistance programs.

  • Identifies other critical partners, promotes awareness and builds capacity of partners, and actively facilitates effective collaboration within the UN family.

  • Manages and coordinates technical support around child poverty, social protection, public finance and governance ensuring it is well planned, monitored, and implemented in a timely fashion so as to adequately support scale-up and delivery. Ensures risk analysis and risk mitigation are embedded into overall management of the support, in close consultation with UNICEF programme sections, Cooperating Partners, and governments.

To qualify as an advocate for every child you will have…

  • An advanced university degree in one of the following fields is required: Economics, Public Policy, Social Sciences, International Relations, Political Science, or another relevant technical field. *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of five years of experience at the national and/or at international level in the area of social protection, programme design and implementation is required.
  • Experience working either as part of or directly with governments to provide technical support and capacity building and development partners on social protection programmes is an asset. Strong analytical and communication skills are essential.
  • Background and/or familiarity with emergency is considered as a strong asset.
  • Fluency in French and good knowledge of English is required. Knowledge of another official UN language or a local language is an asset.
