In the Pacific we work in Cook Islands, Fiji, Kiribati, Marshall Islands, Federated States of Micronesia, Nauru, Niue, Palau, Samoa, Solomon Islands, Tokelau, Tonga, Tuvalu, Vanuatu: These 14 Pacific island countries are home to 2.3 million people, including 1.2 million children and youth, living on more than 660 islands and atolls stretching across 17.2 million square kilometers of the Pacific Ocean, an area comparable to the combined size of the United States of America and Canada. Kiribati, Marshall Islands, Federated States of Micronesia, Solomon Islands, and Tuvalu are classified as Fragile States according to World Bank/OECD criteria.

How can you make a difference?

This is a batch recruitment vacancy for two (2) Social Policy Specialist positions at NO-C level to be based in the UNICEF Office in Suva, Fiji; Social Policy Specialist (Social Protection) and Social Policy Specialist (Data Analysis and Advocacy).

Each Specialist is responsible for providing technical support to implement, monitor and evaluate all stages of social policy programming in their area of work, with related advocacy, strategic planning and formulation to deliver concrete and sustainable results. This includes programmes aimed at improving (a) public policies to reduce child poverty; (b) social protection coverage and impact on children; (c) the transparency, adequacy, equity and efficiency of child-focused public investments and financial management; and (d) governance, decentralization, and accountability measures to increase public participation and the quality, equity and coverage of social services. This encompasses both direct programmes work with government and civil society partners as well as linkages and support to teams working on education, health, child protection, water and sanitation, and HIV.

Summary of key functions/accountabilities:

  • Improving data on child poverty & vulnerability for increased use for policy and programme action
  • Strengthening social protection coverage and impact on children
  • Improving the use of public financial resources for children
  • Strengthening the capacity of local governments to plan, budget, consult on and monitor child-focused social services
  • Strengthened monitoring, data analysis, advocacy and partnerships for child-sensitive social policy across the above areas

To qualify as an advocate for every child you will have…

  • An advanced university degree in one of the following fields is required: Economics, Public Policy, Social Sciences, International Relations, Political Science, or another relevant technical field.
  • A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of five years of relevant professional work experience is required.
  • Relevant experience in a UN system agency or organization is considered as an asset.
  • Fluency in English is required. Knowledge of the local language is an asset.

UNICEF appointments are subject to medical clearance. Issuance of a visa by the host country of the duty station, which will be facilitated by UNICEF, is required for IP positions. Government employees that are considered for employment with UNICEF are normally required to resign from their government before taking up an assignment with UNICEF.
