Organizational Setting The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

Conflict, climatic shocks such as drought, displacement and the cascading impacts of desert locust invasions and COVID-19 have driven humanitarian needs in Ethiopia to an extreme high. As a result, food security and nutrition across the country has significantly worsened. Communities in northern, southern and southeastern Ethiopia are the most vulnerable, as people already face Crisis (Integrated Food Security Phase Classification Phase 3) and Emergency (Integrated Food Security Phase Classification Phase 4) levels of acute food insecurity.

FAO provides vital emergency agricultural and livestock assistance to enable people to produce their own food, generate income and strengthen their resilience. FAO's Office in Ethiopia is responsible for leading the Organization's response to threats to food security, agricultural and rural development through the identification, planning and implementation of the Organization’s priority activities in the country.

The post is located in the FAO Representative office in Addis Ababa, Ethiopia.

Reporting Lines The Social Policy Officer (Social Protection and Resilience) reports to the FAO Representative in Ethiopia, under the functional guidance of the Senior Social Policy Officer in the Inclusive Rural Transformation and Gender Equality Division (ESP). She/he will work in close collaboration with all the office's units and coordinate with all relevant technical units at FAO headquarters, at regional level (Regional Office for Africa, RAF) and subregional level (Subregional Office for Eastern Africa, SFE).

Technical Focus Social protection and resilience support to FAO Ethiopia’s programme and projects, and technical support to the Government of Ethiopia and other stakeholders.

Key Results Comprehensive technical, statistical, analytical and/or policy analysis services and the development of specialized tools, methodologies, systems and/or databases to support the planning, implementation/delivery and monitoring of the programme of work and related products, projects, publications and services and in alignment with the Organization's Policy on Gender Equality.

Key Functions • Plans and leads components of multidisciplinary teams and short-term work groups, leads and/or participates in Divisional teams, participates in Organization-wide committees, project teams and working groups and provides specialized expertise on international technical networks and/or technical policy and standard setting bodies. • Supports the integration of gender equality and women's empowerment in FAO's work, including the disaggregation of data by sex and age where appropriate, in accordance with FAO’s Policy on Gender Equality. • Develops technical, statistical, analytical, monitoring and reporting frameworks and related tools, methodologies, systems and databases, etc. to support the planning, implementation/delivery and monitoring of programmes of work, products, projects and services. • Designs and conducts research, data collection, validation, analysis and/or reporting activities, from a gender perspective, to support the development of technical standards, international instruments, innovative cross-sector approaches, new tools, technologies, technical reports/publications and/or policy proposals as well as the provision of technical/policy/specialist/advice and expertise. • Responds to requests and provides technical/policy advice, assistance and solutions to Regional, Subregional and Country Offices and provides technical backstopping to field projects. • Promotes international cooperation and collaboration, advocates best practices and increased policy dialogue and provides technical expertise at international meetings and conferences. • Collaborates in capacity development activities involving knowledge sharing, the organization of training workshops, seminars and meetings as well as the development of related materials, on-line tools and information kits. • Participates in resource mobilization activities in accordance with Corporate Strategy.

Specific Functions • Leads FAO-Ethiopia's engagement in social protection and resilience building work in Ethiopia. • Supervises personnel within the FAO Social Protection Unit and coordinates their activities. • Liaises with relevant stakeholders to identify FAO's strategic position within the Productive Safety Nets Programme (PSNP) and resilience building. • Represents and positions FAO Ethiopia in ongoing working groups of the PSNP, particularly in relation to the joint Public Works-Livelihoods components, livelihood and nutrition delivery system and graduation issues. • Leads the development and support the implementation of FAO programme components and activities in synergy/collaboration with the PSNP. • Provides leadership in the engagement with the Cash and Voucher Group at FAO headquarters, and develops appropriate delivery mechanisms for FAO Ethiopia, in line with internal policies, rules and regulations. • Leads the identification of entry points and opportunities for linking humanitarian and development programmes. • Leads the liaison with SFE, RAF and headquarters to contribute to design and implementation an Early Warning Early Action (EWEA) in line with PSNP risk financial mechanism, the local Disaster Risk Reduction (DRR) system and humanitarian response mechanisms. • Regularly engages with representatives from the PSNP Donor group and key PSNP partners (in particular UNICEF, European Union, the United States, the World Bank, World Food Programme (WFP) to support resource mobilization, collaboration on joint assessment and analytical work as well as pilot initiatives. • Develops social protection monitoring, evaluation and reporting frameworks and related tools, methodologies, systems and databases. • Designs and conducts research to support the development of technical standards, innovative cross-sector approaches, tools and domestication of international instruments. • Facilitates innovation, learning, exchanges and documentation of the emerging evidences and learning for improved programming. • Ensures coordination and complementarities with other interventions in the FAO Ethiopia programme. • Performs any other duties as required. ______________________________________________________________________________________________________ CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements • Advanced university degree in political science, agriculture, economics, social sciences, International development, gender or other relevant social sciences. • Seven years of relevant experience in programme design, implementation, policy advice and analysis relating to social protection, food security and nutrition, agriculture, rural development, monitoring and evaluation of policies and programmes. • Working knowledge (proficient – level C) of Englishand limited knowledge of another official FAO language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills • Work experience in more than one location or area of work, particularly in field positions. • Extent and relevance of experience in the development (i.e., formulation, analysis) and management (i.e. implementation, monitoring, evaluation) of social protection and resilience programmes. • Extent and relevance of experience in quantitative socio-economic analysis. • Extent and relevance of experience in the analysis and formulation of productive safety net approach for sustainability improvement in the agriculture and pastoral sector. • Demonstrated experience in resource mobilization, including coordinating project proposals for funding and interacting with resource partners.
