UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the SDGs. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support both the national and local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will consider capacities, economies of scale and sector issues.

UNICEF Philippines has two offices. One office is based in Manila and a field office in Cotabato City, the second largest city in Mindanao, Southern Philippines, with some 300,000 population. The city is the regional administrative centre of the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoons.

How can you make a difference?

Under the supervision of the Chief, Mindanao Field Office with oversight and technical guidance and direction from the Social Policy Unit in Manila, the Social Policy Officer is accountable for providing technical support and assistance in all stages of social policy programming and related advocacy from strategic planning and formulation to delivery of concrete and sustainable results for the BARMM and UNICEF priority area of programming. This includes programmes aimed at improving (a) public policies to reduce child poverty; (b) social protection coverage and impact on children; (c) the transparency, adequacy, equity and efficiency of child-focused public investments and financial management; and (d) governance, decentralization and accountability measures to increase public participation and the quality, equity and coverage of social services.

The Social Policy Offier will have the following Tasks and Responsibilities:

• Improving data on child poverty & vulnerability for increased use for policy and programme action
• Strengthening social protection coverage and impact for children
• Improving use of public financial resources for children
• Strengthening capacity of local governments to plan, budget, consult on and monitor child focused social services.
• Strengthened advocacy and partnerships for child-sensitive social policy
• Support the implementation of social policy interventions under the KOICA and EU funded projects focused on child friendly local governance.

To qualify as an advocate for every child you will have…

• A university degree in one of the following fields is required: Economics, Public Policy, Social Sciences, International Relations, Political Science, or another relevant technical field.
• Post graduate degree on any of the related fields is an advantage.
• Minimum of (2) years of professional experience in some or all of the following areas:
  • International development
  • Economic and Public policy development
  • Local governance and public finance management
  • Policy and advocacy
  • Data analysis and evidence generation
• Experience working in a developing country is considered as a strong asset.
• Background and/or familiarity with emergency is considered as a plus.
