Unicef Peru is looking for a Social Policy Officer in order to provide comprehensive support to the area of social policies and the implementation of result or "outcome" 4 of the Cooperation Program (children and adolescents have access to an integrated social protection system and programs that reduce poverty with a multidimensional and resilient approach to tensions and external effects.), through support in the programmatic, administrative and financial management of the area of social policies at the national and subnational level (with the coordinators and regional teams in the prioritized geographical areas); and in the evidence and knowledge management processes in relation to the issues in the area, as well as in technical assistance to influence the prioritization of strengthening an inclusive and resilient social protection system.

How can you make a difference?

Strengthening social protection systems

• Supports national dialogue on social protection laws/policies and/or drafting of social protection strategies, including through coordination with different parts of government at the national and subnational levels, with other sectors, with other actors, organizations of civil society and international organizations (UN and others).

• Supports the design, update, review, adjustment, implementation and evaluation of social protection programs, including cash transfers, including, among others: size, segmentation, targeting and implementation modalities, use of management information systems, coordination mechanisms, communication strategy, accountability framework, operational evaluations, impact evaluation, etc.

• Helps build capacity to link cash transfer programs with other social protection interventions, such as health insurance, public works and social care services, as well as complementary interventions related to nutrition, health, education, water and sanitation, child protection and HIV. Whenever possible, ensure the subsequent integration of cash transfer programs into existing systems for sustainability and to avoid fragmentation.

• Upon express request and delegation, participates and represents UNICEF in inter-agency and other relevant social protection forums and identifies opportunities for joint programming and implementation, information sharing and coordination, while strengthening UNICEF's position as an actor social protection key at the national and subnational levels.

Inclusive and gender transformative social protection

• Contributes to improve systematic inclusion, particularly with regard to gender, disability and migration in social protection systems, advocating and promoting policies and programs that address specific vulnerabilities linked to multifaceted aspects of poverty and the contribution of social protection to the reduction of exclusion.

• Contributes to design, update, review, adjust, implement and evaluate specific programs and instruments that contribute to social protection systems with a gender perspective/transformative, inclusive for people with disabilities and migrants.

Reactive social protection in emergencies

• Support the country office on the minimum preparation requirements. Conduct a needs assessment to inform the design of programs that address barriers to meeting humanitarian needs.

• Contributes to strengthening an emergency-responsive social protection system by applying appropriate testing and advocacy messages across the spectrum of social protection from a risk perspective, including but not limited to: testing and analysis; contingency planning; strengthen horizontal and vertical coordination between social protection, emergency response; and humanitarian principles, commitments and links between social protection and Humanitarian Cash Transfers.

• Supports the generation of spaces for dialogue, helps to convene and coordinate with different parts of the government at the national and subnational level, with other sectors, with other actors, for example, civil society organizations and with international organizations (UN and others).

• Helps design programs, including, but not limited to, setting benefit levels, eligibility/targeting criteria, transfer values, administration and delivery systems. Ensures operational links and referral between the program and the relevant social sectors.

• Supports robust, efficient, and timely monitoring to collect data, perform analysis, and provide reports. This relates specifically to registration, payment, verification, complaints, and other indicators to enable identification of bottlenecks and execution of improvements, including in program design or through capacity building or technical support in its implementation.

Evidence management / Knowledge management

• Provides support in initiatives for the generation, dissemination and use of evidence produced by the Social Policies area and the office in general within the advocacy and technical assistance strategies to promote the prioritization of children and adolescents on the public agenda and of policies, with special emphasis on the issue of child-sensitive and gender-transformative social protection.

• Supports the identification and systematization of good practices and demonstrative experiences in the prioritized departments and districts.

Generating reports

• Contributes to the preparation of reports summarizing the processes and support activities carried out in terms of the programmatic, administrative and financial management of the area of social policies and of the regional coordinators and teams.

• Prepares a summary report of processes and activities carried out in relation to the development of capacities in decentralized public management for the positioning and prioritization of the rights of children and adolescents of counterparts and regional teams.

• Reports a synthesis of processes and activities carried out in terms of evidence and knowledge management.

Deliverables

• Prepare and implement an Action and Advocacy Plan to strengthen the social protection system based on the Dialogue Agenda.

• Develop and implement a dissemination and dialogue strategy on the Care System based on the products developed in the UNS Interagency Group.

o Diagnosis of supply and demand of care services (GI);

o Cost of care services (GI);

o Training strategy in caring for people with disabilities. (ILO)

o Technical Document on Public Care Interventions (UNICEF)

• Supervise and systematize the completion of the pilot census sweep to identify registration gaps in households with NNA.

• Involve the participation of government social protection programs in interventions based on cash transfers to households for emergencies due to floods and human displacement.

To qualify as an advocate for every child you will have…

Bachelor's degree or degree in Social Sciences, Public Administration, Public Policy, Political Science, Economics, International Relations or related disciplines.

One year of relevant and proven experience in the fields of work requested, especially in the sphere of the national government and regional and local governments of Peru.

Experience and capacity for coordination with authorities, officials, sectors and representatives of civil society at the national, regional and local level.

Work experience with the United Nations System or other international or national development cooperation organizations will be considered an asset.

Spanish is mandatory and fluency in English is required.
