The Government of Mongolia and the United Nations Children’s Fund for Mongolia (UNICEF), under its 5th Country Programme (2017-2021), aim to strengthen national and decentralized systems to ensure most disadvantaged children benefit from increased access to and utilization of services that promote health, clean air, nutrition, inclusive education, early childhood development, social protection, child protection, WASH and climate change action.

How can you make a difference?

The purpose of this position is to support the country office's social policy work by conducting policy advocacy, providing technical assistance to the government, developing partnerships, and the provision of programmatic and policy guidance in the areas of shock responsive social protection and public finance management work. S/he works in close collaboration with the programme staff in UNICEF, other UN Agencies and Government officials, multi-lateral and bi-lateral donors and civil society contributing to successful programme implementation.

This position requires an individual who has the expertise and knowledge of working with the Government and preferably, with a previous experience of working with UN, and who works well within a team. A significant understanding and practical experience of governments’ policy planning and decision making processes, developing and contributing in legislations and procedures is required. The incumbent must also have a thorough understanding of social protection system and public finance management in Mongolia, as well as ability to build networks with several stakeholders.

Under the leadership of the Chief of Social Policy, the Social Policy Officer is responsible for:

  • Supporting the implementation of UN Joint Programme on Extending Social Protection for Herders with Improved Shock-Responsiveness. Provide technical and administrative support throughout the programme implementation by preparing reports, documentations and plans, attending/organizing meetings and coordinating with the Government, UN agencies and other development partners working in the area of Shock-Responsive Social Protection (SRSP). Support the policy advocacy to ensure that the Government develops and implements Mid Term Strategy for SRSP, as well as makes relevant changes in the strategies and legislations.
  • Supporting the implementation of UN Joint Programme on Rolling Out an Integrated Approach to the SDG financing in Mongolia. Provide technical and administrative support throughout the programme implementation by preparing reports, documentations and plans, attending/organizing meetings and coordinating with the Government, UN agencies and other development partners in order to ensure UNICEF’s timely and adequate contribution to the implementation of the Joint Programme with a focus on children. Support Public Finance Management (PFM) work of social policy team by conducting budget analyses, providing technical assistance in results-based budgeting in social sector and advocating for sustaining the budget allocation for children and social service delivery during and post pandemic period.
  • Contributing in effective implementation of the social policy programme in general. Provide professional technical assistance in preparing programme documents, viable recommendations on programme implementation, alternative approaches, and ensure optimal utilization of resources that contribute effectively to the fulfillment of the rights of children and women. Develop and contribute in fundraising proposals in the area of SRSP and PFM provide professional guidance for child-sensitive and equity-based policies and practices at the national and sub-national levels. Support activities and exchanges information/ideas with other programmes in order to contribute to achievement of overall country programme objectives. Contribute social policy programme monitoring, information, communication and reporting when required.
  • Liaising with government and the UN agencies, key donors and other programme partners to ensure programme implementation. Under the guidance of Chief of Social Policy, the incumbent will participate in meetings with stakeholders and donors, as well as represent UNICEF at conferences and events as they arise. Ensures day to day communication with and support for the key government partners in order to facilitate successful implementation of the social policy programmes and plans.
  • Serving as the focal point for the CO’s COVID response. Under the guidance and supervision of the Deputy Representation and in close collaboration with Senior Advisor and the whole team, the incumbent will support the CO’s response to COVID-19, including updating and coordinating CO COVID response and HAC plans, timely reporting and contributing to SitRep and HPM reports.

To qualify as an advocate for every child you will have…

  • Advanced University degree (Master's or above) in Social Sciences, Finance and/or Economy, Public Administration and/or Management, Public Policy, Social Policy or other relevant disciplines
  • A minimum of 3 years of solid relevant work experience in working in social sector at the national level
  • Knowledge of social protection and PFM system of the country
  • Familiarity with development policy and planning processes
  • Familiarity with government planning and budgeting processes
  • Familiarity with government decision making processes
  • Proven working experience on social issues related to social protection and PFM is required
  • Excellent analytical and writing skills, advocacy and presentation skills is required
  • Track record of high resilience under pressure and ability to support and motivate teams in these situations
  • Ability and experience working collaboratively in a team and supporting others
  • Excellent team building and interpersonal skills
  • Fluency in English is required. Knowledge of another official UN language or the local language is an asset
