The Social Policy programme section of UNICEF is responsible for providing technical support to the implementation, monitoring, and evaluation of all stages of social policy programing and related advocacy from strategic planning and formulation to delivery of concrete and sustainable results. This includes programmes aimed at improving (a) public policies to reduce child poverty; (b) social protection coverage and impact on children; (c) the transparency, adequacy, equity and efficiency of child-focused public investments and financial management; and (d) governance, decentralization and accountability measures to increase public participation and the quality, equity and coverage of social services. This encompasses both direct programme work with government and civil society partners as well as linkages and support to teams working on education, health, child protection, water and sanitation, and HIV. Improving data on child poverty & vulnerability for increased use for policy and programme action is one of the key components of UNICEF’s overall support to the Government of Mozambique under the Social Policy Section.

Under the direct supervision of Social Policy Specialist (Research), the UN Volunteer will undertake the following tasks: • Supports the program in managing databases on key child indicators and ensure they are up to date in consultation with all Programme Sections.
• Supports the program in the collection, analysis and user-friendly presentation of data on multidimensional and monetary child poverty, including strengthening national ca-pacity to collect routinely, report and use data for policy decision-making. • Provides timely, regular data-driven analysis for effective prioritization, planning, and development; facilitates results-based management for planning, adjusting, and scal-ing-up specific social policy initiatives to reduce child poverty. • Supports correct and compelling use of data and evidence on the situation of children and coverage and impact of child focused services – in support of the social policy programme and the country programme overall. • Provides support to UNICEF MCO programme sections on development of materials for broader dissemination (policy briefs, reader-friendly summery version, reports, etc.) • Analyzes the macroeconomic context and its impact on social development, emerging issues and social policy concerns, as well as implications for children, and proposes and promotes appropriate responses in respect of such issues

• Supports building and sustaining close working partnerships with government counter-parts and national and provincial stakeholders through active sharing of information and knowledge to facilitate program implementation and build capacity of stakeholders.

Mozambique has a total population of about 29 million people and is located on the southeast coast of Africa. To the East, is the Indian Ocean, Tanzania, Malawi and Zambia is to the north, to the west is Zimbabwe and South Africa and to the South, Swaziland and South Africa. The total area of Mozambique is 799 380 Km square from North to South. It is tropical hot and humid. The hottest and wettest months in Maputo are December to February, when the average daily minimum temperatures are around 22°c and the average daily highs of 30°c. The rain season is between October and April. Winters (June to August) are mild with the average daily temperature ranging from 13°c to 24°c. Basic health facilities and food are available everywhere. The security situation is reliable, but some precaution is needed at the same time. Communication and transport services are available at various costs. Regarding accommodation and food, houses and apartments can be rented from US$ 600 to US$ 1,000 per month and meals at the restaurant cost between US$ 10 and US$ 30. Food, household commodities and clothing can be found in shops and local markets at reasonable prices.

An entry visa is required for all travellers and must be obtained from Mozambican Embassy prior to travelling. The metical is the local currency and exchange rate stands at USD 1 equivalent to about 63.2 meticais (MZM) as per March 2022. Commercial banks are operational in the country and Visa cards are accepted in very limited hotels. Maputo is categorized as a family duty station offering a variety of different accommodation options. It has a vibrant international community whilst also providing excellent opportunities to work in a national, Mozambican context.
