The Social Policy and Reform for Children (SPARC) section of UNICEF China works with the Government of China (GoC), and other partners to strengthen social protection, essential services for children and to position children at the center of China's development strategies. We support GoC to improve their investments in public financial management (PFM) and governance, etc. that enable all children to develop to their full potential. UNICEF advocates for GoC to prioritize children in policy and budget decisions, supports the generation and analysis of equity in public expenditure data, focusing on the distributional equity of social spending, so that the rights of children are fulfilled, and their futures are guaranteed.

How can you make a difference?

• Support the preparation and organization of workshops and learning events, such as programme consultation meetings: - Support the preparation of meeting material - Assist in identifying and liaising with qualified speakers - Assist in drafting the report to wrap up the feedback and lessons learnt - Any other coordination support if needed

• Support the PFM & Governance research: - Assist in socio-economic data collection and analysis, with a focus on the government budget and expenditure - Assist in desk review on relevant socio-economic contexts and policy background

• Support the launch the new projects related to the PFM & Governance pillar:- Support the coordination with the research team - Support the preparation of the research/activity proposal/concept note

• Support the finalization of projects related to the PFM & Governance pillar:

- Provide revising/polishing assistance for final reports - Support the preparation of policy paper

• Perform other related duties as required

To qualify as an advocate for every child you will have…

  • Senior students enrolled in a degree programme in an undergraduate (above 18 years old) or postgraduate study, or graduate within two years, majored in economics, public finance, statistics and other related areas
  • Good economic research and data analytical skills required, previous work examples desired (articles, project participation evidence, etc.)
  • Have good academic performance as demonstrated by recent university or institution records, or a reference letter from an academic supervisor
  • Previous volunteer/intern experience desired
  • Have no immediate relatives working in any UNICEF offices
  • Fluency in English and Mandarin is required

It does not apply to selected candidates who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their contracts.
