Background

UNICEF and Service on the epidemiological wellbeing and public health are implementing Communication and Demand Generation Plan to promote vaccination against COVID-19 through different channels and platforms, especially in social media. Within the demand generation plan, conduction of social media campaign with a focus on priority groups is planned to be conducted with engagement of opinion makers, influencers, subject experts, and the social media outlets.

To this end and supported by USAID, UNICEF Uzbekistan is looking for a national social media expert to design & implement a social media campaign enhanced COVID-19 vaccination with messages on vaccination against COVID-19.

Objectives

Under the direct supervision of Chief of Communication, the social media consultant will coordinate, develop and implement social media content for the campaign and identify other key moments in collaboration with the UNICEF communication team, government and other partners and will be responsible for the following:

  1. To lead in the planning and launch of a full-scale social media campaign on COVID-19 vaccination aiming dissemination of evidence based, reliable information for general population.
  2. To coordinate and develop Vaccination Campaign’s digital and social media analytics and evaluation. Gauge reach, engagement and the performance of other KPIs, increasingly incorporating qualitative evaluation where possible. Coordinate and develop regular analysis of results including actionable takeaways to help drive evidence-based decision making around COVID 19 vaccination.
  3. To ideate, produce and oversee the production of high-impact social media content in multiple formats and/or platforms (e.g. infographic, GIFs, video, etc.), that effectively informs and engages external audiences and supports media and advocacy in accordance with the Demand Generation Plan to promote COVID-19 vaccination in 2022.
  4. To monitor current events and trending topics and spot strategic opportunities for meaningful engagement and increased visibility of Uzbekistan Vaccination efforts. Develop tactics to expand conversations on vaccination reach and influence on social media.
  5. To develop and support strategic and proactive outreach to both existing and prospective influencer partners, collaborators and bloggers on the issues of COVID19 vaccination.

End day of the assignment: 31 December 2022

Tasks and Deliverables and Duration:

1. To lead in the planning and launch of a full-scale social media campaign on COVID-19 vaccination aiming dissemination of evidence based, reliable information for general population - Weekly reports provided - March-December 2022(4 days per month).

2. To coordinate and develop Vaccination Campaign’s digital and social media analytics and evaluation. Gauge reach, engagement and the performance of other KPIs, increasingly incorporating qualitative evaluation where possible. Coordinate and develop regular analysis of results including actionable takeaways to help drive evidence-based decision making around COVID 19 vaccination - Monthly reports provided - March-December 2022 (5 days per month).

3. To ideate, produce and oversee the production of high-impact social media content in multiple formats and/or platforms (e.g. infographic, GIFs, video, etc.), that effectively informs and engages external audiences and supports media and advocacy in accordance with the Demand Generation Plan to promote COVID-19 vaccination in 2022 - Number of communication products/ social media content developed in variety forms - March-December 2022(6 days per month).

4. To monitor current events and trending topics and spot strategic opportunities for meaningful engagement and increased visibility of Uzbekistan Vaccination efforts. Develop tactics to expand conversations on vaccination reach and influence on social media - Number of people reached with social media campaign posts/content. Number of social media followers increased - March-December 2022 (3 days per month).

5. To develop and support strategic and proactive outreach to both existing and prospective influencer partners, collaborators and bloggers on the issues of COVID-19 vaccination - Number of influencers and bloggers engaged to support the campaign - March-December 2022 (2 days per month).

Total: 20 days per month

Management

Under the overall guidance of Chief of Communication, the consultant will work closely with the SBC Officer to plan, implement digital content related to promotion of COVID -19 in 2022 on Office’s website and social media platforms.

Resource requirements and payments

UCO will offer a monthly fee based on acceptable deliverables. The contract will be issued for 9 months in 2022.

The Consultant will be paid monthly based on deliverables upon submission of her/his report and subject to certification by the Supervisor, based on the monthly work-plan, outlining the expected work outputs agreed in the beginning of the reporting period. The basis for calculation of consultancy fee based on the complexity of work, the level of expertise, and the Administrative Instruction (ST/AI/2013/4) on Consultants and individual contractors.

All payments will be made in local currency (UZS) via bank transfer to the Consultant’s account. Should the contract be signed with denomination of fees in US dollars, the settlement will be according to the UN Operational Rate of Exchange in the month of payment.

The final decision on selection of the consultant will be set up based on the “best value for the money” principle. Payments might be partially or fully withheld in case of unsatisfactory performance of duties or failure to provide the deliverables by the agreed deadlines.

To qualify as an advocate for every child you will have…

  • Advanced university degree in communications, media, journalism, digital engagement or a related field.
  • At least 3 years of progressive professional experience in communications with strong community and digital engagement focus.
  • Proven track record of successful cases and results achieved in online campaigns. Providing the links with the examples of previous successful projects would be an asset.
  • Good command of written Russian either Uzbek or English (Examination of a previous written work in Russian either Uzbek or English).

Procedures and Working Conditions

Consultant is expected to work from home and expected to participate at all required meetings online. The applicants shall be required to submit a statement of good health prior of commencement of work and to take full responsibility for the accuracy of that statement. Consultants are not eligible to participate in the life or health insurance available to UN staff members.

Reservations

UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if deliverable(s) incomplete, not finalized or for failure to meet deadlines. UNICEF will reserve copyright of all developed materials and own primary data collected through this assignment. The materials cannot be published or disseminated without prior written permission of UNICEF. UNICEF will be free to adapt and modify them in the future. The contractor must respect the confidentiality of the information handled during the assignment. Documents and information provided must be used only for the tasks related to these terms of reference.

UNICEF undertakes no liability for taxes, duty or other contribution payable by the consultant on payments made under this contract.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
