PURPOSE OF CONSULTANCY

Grow reach, engagement and overall quality of WHO Ukraine existing social media channels (Facebook, Twitter and Instagram) and advise on potential creation of additional channels to communicate with key target audiences where they are. This will help elevate the overall profile of WHO in the country and strengthen the public’s understanding of and trust in the work of the organization.

BACKGROUND

The Russian Federation’s war on Ukraine has caused suffering and devastation on a scale not seen for decades in the WHO European Region. What is unfolding in Ukraine is a rapidly growing humanitarian crisis, with geopolitical and economic ripples felt across the globe, not to mention severe setbacks to Ukraine’s, its neighbouring countries and the Region’s progress towards better public health.

The number of casualties and attacks on the country’s healthcare system is growing daily. The hostilities have caused large-scale disruptions to the delivery of health services and put the health system in Ukraine under severe pressure. An unprecedented number of attacks on health has been reported and verified by WHO since the outbreak of the war.

Ensuring the health and well-being of all people lies at the core of WHO’s mandate and commitments. This includes addressing multiple challenges requiring scaled-up and integrated response interventions that address both emerging and existing needs inside Ukraine.

There is a tremendous demand to raise awareness about crisis response to a health emergency by WHO in Ukraine. WHO CO in Ukraine needs support to enhance its presence on social media liaise with public and media to share essential, lifesaving messaging, to advocate on key topics and bolster the public’s understanding of its mandate and work in the country.

DELIVERABLES

1. Support the Head of Communication in designing and implementing social media strategies to align with WHO Ukraine overall mission and programme goals (daily) 2. Work closely with technical teams to stay abreast of their work and identify opportunities for engaging and newsworthy social media content creation (daily) 3. Conceptualize, develop and post engaging daily content across all social media platforms including but not limited to Facebook, Twitter, Instagram, LinkedIn, and YouTube (daily) 4. Collaborate with the rest of the Communications team to create a weekly social media calendar (weekly) 5. Monitor and report on performance of content, audience growth, reach, engagement and other key social media performance indicators (weekly) 6. Stay up to date with digital technology trends and propose new ideas to enhance the social media strategy of the organization (daily) 7. Work with external graphic designers and videographers to create content that is visually appealing and factually accurate (daily) 8. Monitor the social media of key governments, UN and other partners to identify and engage with content related to WHO priorities (daily) 9. Moderate owned social media channels to respond to incoming questions, flag sensitive comments and encourage safe dialog with followers.

QUALIFICATIONS

Educational Qualifications

Essential: Bachelor’s university degree in communications, marketing, journalism, or related fields.

Desirable: Professional courses in digital marketing, graphic design, multimedia production or other relevant subjects.

Experience

Essential:

• Minimum 2 years of experience as a Social Media Coordinator or similar role. • Familiarity with multiple social media platforms and trends. • Experience in the field of communication in Ukraine with international organizations. • Experience in the field of social media work, including paid marketing.

Desirable:

• Experience working in an international organization. • Experience in the field of public health. • Experience in advanced paid marketing campaign management across Meta platforms (Facebook and Instagram).

Skills

Essential • Good understanding of content management systems. • Experience with Adobe Creative Suite (Illustrator, Photoshop, etc.). • Exceptional time management skills, with the ability to multitask and meet deadlines. • Ability to work independently and as part of a team. Desirable • Advanced video and photography editing skills,

Languages

Essential: Fluency in Ukrainian and at least an intermediate level of English. Excellent writing skills in the Ukrainian language. Desirable: Excellent writing skills in English language.

LOCATION

The work is expected to be onsite in the WHO Country Office in Kyiv or remote.

TRAVEL

Ad hoc travel might be required for content production purposes.

REMUNERATION

a. Remuneration: The proposed fee of 115 USD per day equivalent to NO-A rate.

b. Expected duration of contract: Tentative contract period is 01 October 2023 - 31 August 2024
