Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) is implementing the Project entitled “Building Resilience to Cope with Climate Change in Jordan (BRCCJ)”, The goal of the seven-year project is increased climate resilient sustainable development in the country. Towards this aim, the project combines infrastructure development and natural resources management with principles of local capital formation at the community level. The project will have three interrelated components, which will work synergistically to address key barriers and enhance the impact of project investments. The components are designed to deal with the lack of infrastructure, limited capacity of rural farming households and weak institutional capacity. They include (i) Component 1: Climate Resilient Water Systems; (ii) Component 2: Climate Change resilience for Enhanced Livelihoods and Food Security; and (iii) Component 3: Scaling-up climate adaptation. Coherently with identified lesson learned in Jordan as well as with the GCF Gender guidelines, the project builds on the idea of inclusion of women as change agents for climate adaptation. The project will be executed jointly by FAO, UNDP, Ministry of Environment (MoE), Ministry of Agriculture (MoA) and Ministry of Water and Irrigation (MWI) indicating the strong collaborative and partnership approach which will be adopted during the implementation of the project. The project will capitalise on the strong experience and convening power that both FAO and UNDP have established in the country. For the implementation of the Project, a project management unit (“PMU”) will be formed. The PMU will be responsible for day-to-day project management, providing human resources management, financial and procurement services, coordinate the Project activities, generate work plans and prepare reports. The PMU will be established within MoE and will report to the FAO.

The Social Inclusion and Gender Specialist will work under the supervision of the chief technical advisor, and in close collaboration with PMU members

Social and gender inclusion, gender equity and mainstreaming, circular economy and decent work, leaving no one behind, human rights.

Tasks and responsibilities

The Social Inclusion and Gender is expected to work as part of the PMU team, and contribute to the achievement of the BRCCJ outcomes and outputs. The role of the Specialist is transversal across all the Project components.

• Lead all aspects of gender mainstreaming and social inclusion for the programme; • Lead the integration of gender considerations in all stages including development, analysis, implementation, monitoring and evaluation phases of programmes, in consultation with stakeholders, to ensure their needs, challenges and opinions are adequately understood and taken into account; • Develop an annual Social Inclusion and Gender Action Plan (SIGAP) where social inclusion and gender relevant milestones, responsibilities and deliverables are clearly articulated. The action plan shall outline and clarify the gender-sensitive actions to implement. The plan shall be reviewed and adjusted on annual basis, based on field data and feedback. • Ensure full Social Inclusion and Gender mainstreaming mainstreaming in the project’s activities following FAO´s gender mainstreaming principles and guidelines and the gender action plan of the project; • Develop gender training materials, case studies and document lessons learned for wider sharing. Facilitate training of staff and partners on gender and women empowerment • Review the six Climate Smart FFS modules and ensure that the role and needs of women and men are both addressed. Supervise the design of and support the Agriculture and Climate Adaptation specialist in the organisation of customised FFS for women’s specific needs and preferences in terms of frequency, duration, timing, and location. • Review the contents of the seven-week course on Climate Change Adaptation that will be provided to Master Trainers for training Climate Wise Women, and suggest recommendations to the selected university to improve the course contents from social inclusion and gender sensitive perspectives. • Review the assessments and surveys delivered by service providers throughout the components and ensure that social inclusion and gender parameters and findings are well considered in their deliverables. • Ensure that the third component related to upscaling and policy reform reflects social inclusion and gender mainstreaming. • Review and follow up on the awareness raising initiatives undertaken in the Project, including approach, methodology, outreach and targeting, actions to implement, and monitoring. • Assist in the definition and drafting of ToRs, LoAs, application forms, selection criteria, communication information products, training programs and other related programmatic actions • Establish continued interaction and dialogue with targeted beneficiary communities, farmers and women groups as well as other relevant local actors to ensure participation and local ownership in the projects objectives and activities with particular focus on social Inclusion and gender dimensions of the project; • Support the preparation for and actively participate in project’s meetings, workshops, focus groups and other field activities as needed. • Collect, consolidate and analyse related data and information needed to ensure evidence-based design, implementation, and monitoring of the social inclusion and gender mainstreaming activities; • Identify, compile, and disseminate regularly lessons learned and best practices generated on social inclusion and gender, and share internally within the PMU and externally with the PSC and project partners for integration into the planning and execution processes. • Participate in the donor working group meetings organised by CTA and suggest harmonisation of the different funding mechanisms on social inclusion, gender, and climate adaptation. Identify synergies with other Jordan-based projects and initiatives and explore means of collaboration based on collected lessons learned • Ensure that the PMU staff, Project government and non-government partners, outsourced consultants and beneficiaries are aware of the BRCCJ social inclusion and gender-sensitive approach. • Support the development of communication products key for adequate gender mainstreaming, and ensuring FAO, partner and donor visibility at all levels; • Collect news and articles about social inclusion and gender mainstreaming in Jordan, with particular emphasis on climate change adaptation. • Ensure that monitoring, evaluation and learning tools are gender-mainstreamed and participatory approach were used across the programme; • Follow up on the progress made against social inclusion and gender sensitive objectively verifiable indicators at the outcome, result and output levels and report back to the M&E Unit. • Develop targeted approaches for screening project periodic work plans, activities and contracts to improve gender balance and risks of asymmetric gender-related impacts and incorporate remedial measures as necessary. • Monitor regularly the activities implemented focusing on compliance with the Action Plan prepared on Social Inclusion and Gender mainstreaming. Prepare monthly and periodic reports, including recommendations for remedial actions as necessary, for sharing with project management bodies and inclusion in regular reporting to GCF as appropriate. • Work closely with the CTA, M&E unit and other project teams to draft the AWPB, progress reports, final reports and other deliverables identified in the PIM. Write specific sections on social inclusion and gender (e.g., progress against annual plans, AWPB, testimonies from beneficiaries and partners, lessons learned and best practices, other). • Participate in meetings and events related to social inclusion and gender as requested by the CTA.Provide support to the chief technical advisor and other technical specialists. • Report to PM on management related matters. • Perform other project tasks and duties requested/assigned by the Project CTA.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advance degree in women in development, environmental, agriculture economics, economics or social science • (7) years of working experience of which at least 5 years of demonstrable experience in fields related to gender and social inclusion • Working knowledge (level C) in English and Arabic • National of Jordan
