Scope of Work

Goals and Objectives

Under the supervision of the Innovation Specialist the consultant will support the roll-out and expansion of U-Report, U-Report on the Move and IoGT in South Africa with the following scope of work:

U-Report

Strategy and implementation

• Develop the U-Report South Africa strategy and action plan. • Ensure day-to-day management and running of the local digital platform(s) and provide support for the analysis and evaluation. • Work closely with all partners and assist in development, deployment and reporting back on regular (bi-weekly) U-Report polls and stories designed to inform and engage communities. • Ensure regular feedback to U-Report users on results and how information is used. • Assist in the development and implementation of continuous users recruitment and engagement plans. • Advise and train partners on the utilization of U-Report. • Monitor, evaluate and support the partner usage of U-Report to understand incentives and constraints involved between highly active and less frequently engaged U-Reporters and propose solutions and strategies to foster stronger participation. • Contribute to development and adjustment when needed of U-Report annual activity and content plans. • Prepare technical documentation, reports, guidelines, etc. relating to U-Report implementation, including suggestions for improvement. • Contribute to the integration and utilization of U-Report disaggregated data in UNICEF and partners’ youth programme planning and service delivery. • Coordinate the work of the U-Report Steering committee, manage communication with its members and facilitate regular online and offline meetings. • Facilitate the activities of the U-Report Youth Champions Group.

Partnership engagement and communication

• Provide support for building and nurturing strong long-term partnerships with youth groups and coalitions, NGOs, universities, schools, community organizations, the private sector and others to constructively and sustainably engage them in U-Report. • Support identification and application of U-Report within key partner relevant initiatives and campaigns. • Support public communication activities, awareness-raising and participate in campaigns and related events aiming at U-Report promotion. • Work closely with Communication and Partnerships section to maximize impact of U-Report findings across media. • Assist in knowledge management through documenting use cases, success and lessons learned. • Work in close collaboration with CO and U-Report Steering Committee on establishing the U-Report Advisory Board.

U-Report on the Move

• Providing access to Youth On The Move with reliable information on key issues of concern (Focus on legal issues, access to services etc.) • Liaising with partners’ organizations and UNHCR to co-design and disseminate information bots (automated FAQs) • Providing youth with a feedback mechanism and a referral system (Accountability to Affected Population). • Assisting Youth on The Move through individual case management through the U-Partner dashboard; • Liaising with partners’ organizations for capacity building • Overseeing case management among partners, Rapidpro flows, labelling system, internal referral mechanism • Monitoring and reporting • Setting up a PSEA safeguard mechanism; • Facilitating communication with caregivers/frontline workers providing access to critical information, training and feedback mechanism on programmes; • Liaising with partners’ organizations and UNHCR to co-design and disseminate dedicated information bots (automated FAQs) • Gathering and training a team of youth advocates; • Providing input and data to the UNICEF communication team and partners to support advocacy initiatives and events.

IoGT South Africa

The consultant will liaise with the regional and global focal point in order to support South Africa IoGT team with:

• Roll-out of IoGT V.2 • Kknowledge and good practices exchanges • Management of monitoring tools and reporting • Participation in regional capacity building sessions • Uploading of content packages • Guaranteeing platforms’ synergies with U-Report and others • Exploring the possibility of adding new languages to the platform for more inclusion and reach • Exploring the possible implementation of IoGT on the move with dedicated content for young migrants and refugees, and/or cross-promotional activities with U-Report on the move • Exploring partnerships, MoUs to further disseminate the use of the platform

Work relationships: The contractor will work in close collaboration with the Innovation Specialist in South Africa and the Chief of Communications & Partnerships on the various aspects of platforms and stategies.

Outputs/Deliverables: Below is a list of possible deliverables and an estimated number of units that may be needed during the assignment. Adjustments to these deliverables (type and quantity) may be necessary during the assignment.

Reporting Requirements (If Applicable)

Standard UNICEF Performance Evaluations will be conducted every 6 months and at end of each month, a progress report will be shared per contract. The performance indicators for the evaluation of results will be the quality and timeliness of outputs delivered by the consultant.

To qualify as an advocate for every child you will have…

• An Advanced Degree in a relevant field such as IT, business, communications, international relations, sociology, or a similar field • At least five years’ experience in partnership development • Previous working experience with digital communication platforms is an asset • Proven ability to conceptualize, plan and execute ideas • Fluency in written and spoken English • It is highly recommended that the consultant has: 1. Experience with a high-level communications campaign across multiple mediums, with national brand recognition; 2. Experience giving user-based feedback to the development of software applications; 3. Understanding of community-based channels of influence, community-based communication and development, and human-centred design methods. 4. Experience working with community-based organizations; 5. Experience engaging with political structures, civil society pressure groups, and other channels of national influence

Administrative issues

The contractor will work under the supervision of the Innovation Specialist and senior programme manager. As most of the team is working remotely most meetings will be online with occasional in-person meetings.

The contractor is expected to work from his/her own premises with potential travel to several countries in Africa and beyond depending on COVID-19 travel restrictions in 2022/23 for which the UNICEF office would cover DSA and travel costs. Travel will be in economy class. If the contractor is required to quarantine while travelling, UNICEF will pay for the quarantine if not organized by the host country.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. The candidate may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid).
