FUNCTION****:

The Social Capital Development Manager is responsible for the successful integration of social capital, and implementation of the Values-Based Holistic Community Development (VBHCD) Model into Heifer Cambodia’s Signature Programs by incorporating essentials of social capital including group formation and training in Heifer’s 12 Cornerstones, personal leadership, and Participatory Self Review and Planning (PSRP). S/he is accountable for leading the capacity building development and implementation of training programs related to VBHCD approaches to strengthen social capital and community cohesion.

RESPONSIBILITIES AND DELIVERABLES****: (including approximate percentage effort)

Lead social capital development initiatives (60%):

  • Develop/update strategy/interventions to ensure the social capital development component is appropriately incorporated in the signature program, as well as in the resource mobilization teams and external stakeholders as appropriate.
  • Serve as the focal point for social capital by preparing the annual plan and budget, track and assess the implementation of the social capital development plan for the signature project.
  • Develop and manage the training budget and Detail Implementation Plan (DIP).
  • Lead production of the entire training/facilitation package for the Social Capital Development component and be responsible for rolling it out.
  • Develop/update/produce training manuals and guidelines on all VBHCD elements (Heifer Cornerstones, PSRP, Mentoring Team Mobilization, etc.).
  • Develop/update/produce training/facilitation materials and training tools.
  • Build the capacity of the signature program team, implementing project partners and cooperatives to implement the Personal Transformation component of the project.
  • Ensure that 12 Cornerstones and social capital development trainings are organized for various stakeholders as needed under each signature program.

  • Support the signature program team to strengthen social capital among cooperatives.

  • Support in documenting lessons learned, good practices, and success stories related to social capital.
  • Provide backstopping support, monitoring, evaluation, reporting, research and development, and communication regarding social capital in social media and other appropriate platforms.
  • Facilitate the process of VBHCD to cooperatives to optimize resources and build holistic community development.
  • Review and update indicators on social capital that link to the minimum standards of the global monitoring, evaluation, learning and systems (MELS) platform through collaboration with the country MELS team.

Facilitate stakeholder training on Heifer Cornerstones and PSRP (35%):

  • Facilitate and serve as a resource person for trainings and TOTs on Cornerstones, PSRP, SHG management, mentoring team mobilization, etc. to Heifer and partner/project staff/co-op leaders.
  • Provide leadership in the production of training/facilitation materials tailored to regional stakeholders.
  • Ensure the implementation, and follow-up of trainings, and support the program and project partner staff and community facilitators to be highly efficient, effective, and consistent trainers to produce social transformation impacts in the field.
  • Build the capacity of co-ops, SHGs and Project Management Committees (PMCs) on VBHCD/12 Cornerstones and PSRP and ensure that they conduct PSRP regularly.
  • Identify capacity gaps and areas of improvement in various dimensions of FOABs.
  • Share the Cambodia experience with the Heifer Asia team and other stakeholders as appropriate.
  • Ensure systematic documentation of successes and lessons learned for internal programmatic use and external sharing.
  • Conduct regular reflections for learning among the regional program team and project partners to improve implementation of VBHCD and 12 Cornerstones.

May perform other job-related duties as assigned (5%)

QUALIFICATIONS AND SKILLS****:

  • Bachelor’s Degree from a recognized university in Social Science, Education, Agricultural Extension, International Development or related field is required, plus at least seven (7) years of related experience in social capital development training activities related to community development, adult learning, and facilitation skills plus two (2) years in a supervisory role OR
  • Master’s Degree from a recognized university in Social Science, Education, Agricultural Extension, International Development or related field required, plus at least five (5) years of related experience in social capital development training activities related to community development, adult learning, and facilitation skills plus two (2) years in a supervisory role.
  • Demonstrated experience in community mobilization, social capital development, pedagogy, training curriculum development, institutional development, capacity building, training, smallholder farmers/rural SMEs/co-ops, and base of the pyramid consumers.
  • Fluent in national language and English, spoken as well as written.
  • Have an interest in animals/agriculture/community development.
  • Skills with Microsoft Office package, internet browser, and other appropriate technology.
  • Ability to implement and maintain various capacity assessment tools for quality and accountability assurance of cooperatives and agribusinesses.
  • Working knowledge of sustainable livelihoods, value chain development and market systems development.
  • Exceptional communication skills with the ability to both help groups reach agreements and to represent collective perspectives.
  • Strong commitment to the shared leadership model.
