Job Organizational context:

The SBC/ADAP team is a cross-sectoral team under the programme section that provides technical advice and support in:

- Planning, implementation, monitoring and evaluation of SBC programme. The unit also provides capacity building support to government, academia, and civil society in social behavior change communication planning and implementation.

- Planning, implementation, monitoring and evaluation of ADAP programme for the promotion and realizing of adolescents and young people’s rights and mental wellbeing as an integral part of UNICEF’s advocacy, policy, programming and humanitarian work.

- The TA post will be expected to supervise and provide technical guidance to 2 staff members (SBC Officer and ADAP Officer) as well as technical guidance to the Child Protection (Social Norms) Officer.

Key Priorities for SBC:

- Institutional SBC capacity building within government, academia, CSO and private sector partners in evidence-based SBC planning, strategy development, training, and monitoring and evaluation

- Mainstreaming and strengthening SBC approaches across UNICEF programmatic areas to follow a systemic, evidence-based, and participatory strategic process to promote positive and measurable behavior and social change

Key Priorities for ADAP:

- Skills-building for mental health resilience, transferable skills, civic engagement

- System strengthening for participation and civic engagement

- Generational Unlimited focuses on employability readiness and entrepreneurship

- Adolescent mental health prevention and promotion programs.

Purpose of the job

The SBC/ADAP Specialist reports to the Deputy Representative for general guidance and supervision. The Specialist provides technical and operational support for planning, management, monitoring and evaluation of policies, frameworks and programs to promote adolescent and young people’s development, participation and mental wellbeing; and developing a systematic, planned and evidence-based strategy and process for SBC.

This would be applied through communication and engagement, as well as the empowerment and participation of stakeholders, communities, children, adolescents, young people, civil society partners, and government counterparts. S/he promotes measurable behavioral and social change/mobilization, and inclusive and gender mainstreamed adolescent and development participation programs/projects, within the country programme.

This subsequently contributes to the achievement of sustainable and concrete results in improving children, adolescents, and young people’s rights to survival and wellbeing in the country

a. Key Function, accountabilities and related duties/tasks

1. Strategy design, development and planning of SBC and ADAP programme activities

- Conduct and/or participate in comprehensive SBC and ADAP situation analyses and assessments of evidence-based data of social, cultural, economic and political issues in the country/region, including through national/subnational working groups or committees.

- Assess/synthesize qualitative and quantitative information, data and evidence to support the establishment of comprehensive and evidence-based information for developing and planning the SBC and ADAP component of the Country Programme of Cooperation (and UNDAF).

- Participate in country programme planning and reviews to contribute to discussions on the underlying and contextual issues to be addressed (e.g. policies, gender/children inequality, cultural/social behavior etc) to ensure the successful and sustainable delivery of programme results and provide technical recommendations on approaches, strategies and plans of action for SBC and ADAP to promote behavioral and social change, and adolescent and young people’s development, participation and mental wellbeing.

- Prepare or provide quality assurance on materials and related documentations for SBC and ADAP strategies plans and programming (as a component of the CO and/or UNDAF Programmes) to ensure optimum impact, scale and sustainability of achievements/results.

- Collaborate/consult with a wide range of partners and stakeholders to ensure synergy, integration, coherence, and harmonization of SBC and ADAP strategies and activities with UNICEF MTSP, CO global communications and advocacy activities and UN System development activities and initiatives at the CO level, including in humanitarian response.

2. Programme management, monitoring and delivery of results of SBC and ADAP programmes and activities

- Collaborate with, advise and/or consult internal and external partners to design SBC strategies, including formulation, production and testing materials to organising SBC events and activities to ensure engagement and participation of key audiences, and maximum outreach and impact on behavioral and social change, including in humanitarian response.

- Confirm/verify the technical quality, consistency and relevancy of communications strategies, including materials that are developed, produced and disseminated to target audiences (e.g. individuals, communities, government officials, partners, media etc). Recommend appropriate multiple media formats (e.g. print, digital/social media, TV/Radio, Web, community networks, etc.).

- Develop/select materials and other communication tools for SBC events and oversee the production and implementation of multimedia initiatives for compliance with targets and plans that integrate the latest evidence.

- Carry out SBC and ADAP advocacy activities with/for a wide range of constituents, stakeholders, partners, communities, etc. to encourage and promote engagement and dialogue, inclusion, self-determination and participation in mobilizing social, political, behavioral and cultural change to achieve sustainable programme results on children and women’s rights, equity and wellbeing.

- Identify, establish and maintain active interaction/relations with media, academia and other strategic partners to communicate/advocate UNICEF’s competencies and achievements to ensure their engagement, interests and support in promoting social/political engagement for political action on children’s rights, and measurable changes in social and behavioral outcomes.

- Conduct and/or participate in M & E and Evaluation exercises, including country programme reviews, meetings and mid-term/annual reviews to assess/report on efficacy/outcome of SBC and ADAP programmes on UNICEF and CO Strategic Plans/Goals. Recommend timely action to ensure the achievement of results as planned and allocated. Integrate/disseminate lessons learned in development planning and improvements.

- Manage and advise on organizational strategy and programmes for strengthening cross-sectoral coordination and collaboration for SBC and ADAP. Network and collaborate with programme sections to develop and implement multi-sectoral SBC and ADAP programmes.

3. Capacity building, and technical and operational support

- Strengthen SBC and ADAP institutional capacity of government, academic, CSO, national and sub-national networks (including youth), UN system partners, and private sector partners in evidence-based SBC planning, strategy development and implementation, training, and monitoring and evaluation; and the application and understanding of UNICEF policies, strategies, processes and best practices on adolescent development and participation related issues to support programme implementation, operations and delivery of results, including in humanitarian settings.

- Collaborate with internal CO, RO and/or RO colleagues to contribute to the development of strategies, approaches, policies and the planning of SBC and ADAP social and resource mobilization initiatives in support of programmes/projects implementation and delivery of results, including humanitarian response.

- Participate in CO strategic discussions to collaborate on policy and agenda setting for SBC and ADAP advocacy and investments and related external relations and resource mobilization initiatives.

- Participate in budget planning and management of programme funds and prepare financial plan for SBC and ADAP initiatives. Monitor/track the use of resources as planned and verify compliance with organizational guidelines, rules and regulations and standards of ethics and transparency.

4. Advocacy, networking and partnership building

- Build and maintain partnerships through networking and proactive collaboration with strategic partners, e.g. government partners, youth networks; academia; social networks; celebrities, journalist, media, all sectors/levels of (socially aware) society and critical audience to facilitate programme implementation and build capacity of stakeholders to achieve and sustain results on adolescent development and participation programmes and reinforce cooperation and/or pursue opportunities for SBC advocacy to promote UNICEF mission and goals for child rights, social equity and inclusiveness.

- Collaborate with internal global/regional communication partners to harmonize, link and/or coordinate messaging and use of multiple media and communication platforms to enhance SBC outreach including in humanitarian contexts.

- Confirm/verify the technical quality of communication and information materials for programme advocacy to promote awareness, establish partnerships/alliances and support resource mobilization to ensure the adolescent development and participation programmes are adequately resourced and supported.

- Participate in organizational and/or inter-agency (UNCT; National UN Communication for Development Roundtable) discussions and planning to collaborate with inter-agency partners/colleagues in the UNDAF planning and preparation of adolescent development and participation programmes and SBC advocacy and resource mobilization initiatives including emergencies.

5. Innovation and knowledge management

- Implement innovative practices, approaches and latest technology on multiple media and social/digital platforms and networks for SBC and adolescent engagement and participation, that are appropriate/available for the CO context and audience.

- Institutionalize/share best practices and knowledge learned/products with global/local partners and stakeholders to build capacity of practitioners and disseminate these products to key audiences including donors and partners.

- Lead the process of building of a technical, scientific and programming knowledge base on adolescent development and participation through collaboration with partners. Also take lead in research, analysis and use of data with a particular focus on adolescent and young people age groups, where data gap is huge in the country.

b. Impact of Results

The key results have an impact on the strategic and effective planning and formulation of ADAP and SBC programs and ensuring the achievement of UNICEF goals in promoting the development and participation of the adolescents and social behaviour change. Achievements in programs and projects in turn contribute to: maintaining/enhancing the credibility and ability of UNICEF to provide program services for adolescents that promote greater social equality and inclusion in the community as agents of change; and the ability of UNICEF to promote action and changes in behaviours, beliefs, harmful social norms and actions by communities, individuals and society on children’s rights.

To qualify as an advocate for every child you will have…

Education:

An advanced degree in one of the following areas: social science, education, human rights/international development, anthropology, behavioral science.

Experience:

- At least eight years of solid professional work experience at the national and international levels in programme planning, management, monitoring and evaluation in a related field, with emphasis on working for and with young people, social behaviour change, programme guidance, technical support, networking and partnerships.

- Relevant experience in a UN system agency or organization is considered an asset.

- Experience working in a middle and upper income country is considered as an asset.

- Experience working in a developing country is considered as an asset.

Language Requirements:

Fluency in English is required; basic knowledge of another UN language or local language of the duty station is considered an asset.
