Social and Behaviour Change in UNICEF is a cross-cutting programme strategy that addresses the cognitive, social and structural determinants of programmatic results in both development and humanitarian contexts. SBC uses the latest in social and behavioral sciences to understand people, their beliefs, values, as well as the structural contexts and the socio-cultural norms that shape their lives, with the aim of engaging them and increasing their influence in the design of solutions for sustainable behavior and social change. SBC is at the core of UNICEF’s mandate, with corporate results across sectors revolving around social transformations such as gender equity, social cohesion and community resilience, as well as behavioral practices like immunization, breastfeeding, hygiene, and positive discipline.

UNICEF SBC employs a mix of approaches including community engagement, strategic communication, social movements, applied behavioural science, service delivery improvement, systems strengthening, and policy advocacy to advance child rights, survival, development, protection, and participation.

Under the general guidance of the SBC Global Lead in PGLT and the direct supervision of the SBC Capacity Development Specialist, you will oversee and coordinate the implementation of the engagement roadmap for the SBC shift, as well as the development and maintenance of partnership mechanisms and relationships, platforms, activities, and tools that facilitate access to external talent.

How can you make a difference?

Plan and deliver rollout activities associated with UNICEF’s shift from C4D to SBC

  • Coordinate engagement activities with OED and PGLT according to the roadmap established by the SBC Global Technical Team.
  • Coordinate and facilitate webinars and other knowledge exchange activities at global and regional levels as well as for NatComs and external partners.
  • Support the coordination of SBC virtual global network meetings.
  • Support convenings for external partners for knowledge exchange around SBC and to raise awareness about UNICEF’s SBC shift among donors, LTAS holders, and other partners.
  • Develop and maintain online content, including content on UNICEF’s evergreen pages and social media presence, including supporting the AGORA learning channel.

    Support UNICEF’s engagement and participation in the Social and Behaviour Change Communication Summit

  • Facilitate coordination of UNICEF presence at the Summit in terms of logistics, information sharing among different country offices, documentation, and tracking abstract submissions, and actual participation and presentations documentation.

  • Communicate important Summit updates and deadlines to UNICEF staff delegation, provide necessary information to staff regarding participation (e.g., Travel Admin Notes, etc).
  • Coordinate with SBC Section and other teams in UNICEF to support them in planning meetings and side events at the Summit.

Coordinate engagement with a pool of 37 vendors that are part of UNICEF’s Long-Term Arrangement for Services (LTAS) mechanism; foster and facilitate use of the LTAS by country offices.

  • Support activities to keep vendors engaged and up-to date on UNICEF guidance and priorities, including supporting regular (quarterly) webinars with LTAS vendors on SBC technical issues and developments in the field and on operational contracting issues.
  • Re-design UNICEF’s internal LTAS website, ensuring content is user-focused and easily navigable. Keep content current and up to date.
  • Plan opportunities for field offices to learn more about vendors’ work through “marketplace” events online, webinars, special events at the SBCC Summit, content on the SharePoint site, or other mechanisms the consultant might suggest.
  • Track and report on LTA usage statistics on a quarterly basis.
  • Field questions from field offices and assist them in using LTAS mechanisms.
  • Track and respond to vendor email inquiries related to contracting and/or technical questions about bidding for or providing services through the mechanism.
  • Assess the LTAS usage over a 1-year period, identify trends, gaps and opportunities
  • Collaborate with Supply Division to ensure that agreements are kept current and address operational/contracting issues when needed.
  • Collaborate with SBC Specialist in finalizing a new pool of Behavioral Insights LTAS.

Coordinate the completion and management of an SBC Consultants Roster and establish guidance and communication platforms to facilitate use of the roster by field offices.

  • Provide support to a staff on stretch assignment and a Subject Matter Expert (SME) consultant who will be conducting interviews to vet candidates to complete a global roster of SBC consultants.
  • Update, coordinate and maintain the roster of SBC Consultants, including reaching out to new candidates and updating candidate information.
  • Coordinate with Human Resources Business Partners to collate, analyze and disseminate staff statistics on UNICEF SBC human resources and talent pools.

    To qualify as an advocate for every child you will have…

  • A university degree (Master’s higher) in social sciences, behavioral science, international development, political science, communication, or related field is required.

  • *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an advanced university degree.
  • A minimum of two (2) years of relevant progressively responsible professional experience at the national and/or international levels in knowledge management, communication and advocacy, program coordination, and community coordinator.
  • Proven ability to work independently and efficiently to coordinate a wide variety of stakeholders
  • Experience in editing publications and PPT presentations, coordinating and facilitating face-to-face and digital seminars, or other knowledge exchange events including mastering digital facilitation tools is an asset.
  • Knowledge and experience of UNICEF programs is an asset.
  • Strong English writing skills across a range of writing styles (e.g., websites, technical briefs, social media posts, newsletters, etc.) is required.
  • Working knowledge of Spanish or French is an asset
  • Experience in web content management and/or SharePoint site design is desirable.
  • Demonstrated experience in managing databases, mailing lists, and data collection is desired.
