UNICEF Rwanda is based in Kigali. It is committed to realizing the rights of all children to help them build a strong foundation and have the best chance of fulfilling their potential. UNICEF Rwanda is currently running a Country Programme 2018-2024 and its goal is to improve the health, nutritional status, protection, education, and wellbeing of children, focusing on those who are poor, vulnerable or at risk.

Social and Behaviour Change in UNICEF is a cross-cutting programme strategy that analyses and addresses the cognitive, social, and structural determinants of individual practices and societal changes in both development and humanitarian contexts. SBC uses the latest in social and behavioral sciences to understand people, their beliefs, their values, the socio-cultural norms and the economic and institutional contexts that shape their lives, with the aim of engaging them and increasing their influence in the design of solutions for change. SBC brings social and behavioral evidence generation together with participation in community-led and human-centered processes. SBC is at the core of UNICEF’s mandate, with corporate results across sectors revolving around behaviors like immunization, feeding practices, learning, hygiene, and positive discipline, as well as transformations across sectors needed to make societies more inclusive, equitable and peaceful. UNICEF SBC employs a mix of approaches including community engagement, strategic communication, applied behavioral science, service delivery improvement, systems strengthening, social mobilization and policy advocacy to advance child rights, survival, development, protection and participation.

UNICEF RCO partner with the government of Rwanda to promote the services and social and behaviour change activities which contribute to the children full development potential.

This temporary Appointment will support the multi-sectoral effort of the UNICEF Social and Behaviour Change Section to apply social and behaviour change (SBC) strategies to support the office in the Social and behaviour Change intervention and contribution to the SBC cross sectoral activities.

How can you make a difference?

You will be responsible for planning, implementing, and monitoring SBC activities and innovative strategies to inform and support of the Rwanda country programme.

You will liaise with other UNICEF section (Health and Nutrition, Education, WASH, Social Policy and Child Protection) as required to position the SBC interventions in their programme’s activities and in monitoring and evaluation of SBC implementing partners including participate in coordination and advocacy meetings.

Please see the area under your responsibility:

1. Generate and utilize research, data, and evidence to inform the design, measurement, and monitoring of SBC programs and outcomes in both development and emergency contexts and to build the evidence base for SBC.

2. Design, plan and implement SBC community engagement guided by UNICEF standards of community engagement and participation and activities that are informed by social and behavioral evidence relevant to the design of the new CPD for Rwanda Country Office

3. Institutionalize and build partnership with increased capacity on Human Centered Design (HCD) approach for impacting programme results with especial focus on routine vaccination and addressing zero dose including other cross sectoral programmes including facilitating capacity of the government and partners on rumour tracking for outbreak and crisis communication

4. Support operationalization of SBC by mobilizing resources, coordinating across stakeholders, sectors and teams, and partnership building

5. Ensure quality control and monitoring of partnership agreements and timely deliverables, strengthen SBC capacity in the country by establishing networks and institutions for Centre of Excellence that can benefit national and sub national capacity building in the country

To qualify as an advocate for every child you will have…

  • Education : A university degree in one of the following fields is required: social and behavioural science, project planning and management, sociology, anthropology, psychology, public health, education, communication, public relations or another relevant technical field.
  • Work Experience : A minimum of five years professional experience in one or more of the following areas is required: social development programme planning, social and behavior change, public advocacy or another related area.
  • Language Proficiency: Fluency in English and Kinyarwanda is required; French knowledge is considered as an asset.

Technical competencies must be demonstrated in the following areas:

  • Community engagement and monitoring experience
  • Experience with development of Mass Media Asset in participatory ways with stake holder
  • Experience in Evidence based policy level advocacy and partnership building
  • Good command in data collection and data use
  • Excellent computer literacy: word, excel, PowerPoints, the knowledge of UN management systems is an assets
  • Relevant experience in a UN system agency or organization is considered an asset.
