UNICEF Malawi Country Programme (2019-2023) is aligned with the Government of Malawi’s Growth and Development Strategy (MDGS III) and the United Nations Development Assistance Framework (UNDAF). The programme supports the Government of Malawi to meet its commitment to respect, protect and fulfil children’s rights in line with international conventions and standards. The country programme is guided by the principles of children’s rights, equity, gender equality, inclusion and resilience, and supports evidence-based, integrative and innovative programming. The vision is that ‘all girls and boys in Malawi, especially the most disadvantaged and deprived, realize their rights’. The programme focuses on: early childhood (parenting, high-impact social services, early stimulation and learning), middle childhood and adolescence (learning, multi-sectoral services, active citizenship), communities (decentralized services and systems, community ownership, social norms), programme effectiveness (monitoring, evaluation, HACT, Innovation, Social Protection and Social Policy and External Communication. The programme is based on ‘leaving no child behind’, realizing ‘rights for all children in Malawi’.

Three programme pillars have been envisioned to comprise the UNICEF Malawi Country Programme that are supportive of a rights-based, equity-focused and life-cycle approach, including Pillar 1 Early Childhood (ECD), aged 0-5, with a focus on the first 1,000 days; Pillar 2 School-aged children, aged 6 up to 18, with a focus on young adolescents, aged 10-14; and Pillar 3 Child-friendly, resilient communities that support an enabling environment for the realization of the goals of the other two pillars encompassing the full life cycle of childhood. As the SBC Manager you will be at the forefront of all pillars to design and promote adoption of positive and protective practices for children across sectors for social change and transformation to make communities inclusive and equitable.

The Malawi Country Office offers an exciting and rewarding career opportunity for you to join our dynamic Community Development and Resilience and Social and Behaviour Change team where you will be responsible for technical leadership, quality control and management of development and facilitation of implementation a systematic, planned, evidence-based, theory driven SBC strategy and process to promote measurable behavioral and social change/mobilization through engagement, empowerment and participation of stakeholders, including communities, civil society and media to achieve successful and sustainable country programme results on children’s rights to survival, protection, and development in the country.

In your role, you will be under the overall guidance and direct supervision of Chief Community Development (Community Resilience), and work in close coordination with other programme specialists.

Currently, the Malawi Country Office operates under a matrix-management model, where individuals will have more than one reporting line. This position will supervise both direct and matrix (technical) reporting SBC staff embedded in programmes to support cross-sectoral collaboration and horizontal convergence in all Pillars.

  • Provide advice to UNICEF MCO sectors, SBC staff, government counterparts and partners on SBC, risk communication, social mobilization and community engagement interventions in line with global standards and UNICEF’s organizational priorities and approaches.
  • Support the effective generation and utilization of research, data, and evidence to inform the design, measurement, and monitoring of SBC programs and outcomes in both development and emergency contexts and to build the evidence base for SBC.
  • Promote applying innovative approaches to the implementation of SBC interventions that build the evidence base for SBC that strengthens the MCO’s capacity to research, analyse and equitably address trends that drive social and individual behaviours and norms, using a wide range of approaches including, behavioural analysis, human-centred design, social listening, behavioural insights, participatory research, and other approaches to collect quantitative and qualitative data.
  • Ensure smooth SBC programme delivery and operationalization of SBC by advocating for SBC, mobilizing resources, coordinating across stakeholders, sectors and teams, and partnership building.
  • Strengthen the SBC function by promoting continuous learning, strengthening, and scaling up in SBC for both development and humanitarian contexts through capacity building for UNICEF staff and partners.
  • Ensure funds allocated to SBC interventions are effectively and efficiently used to achieve the desired results in full compliance with organizational guidelines, rules and regulations and standards of ethics and transparency.

To qualify as an advocate for every child you will have…

  • An advanced university degree in the social/behavioural sciences, (Sociology, Anthropology, Psychology, Health Education, and Health Communication) with emphasis on evidence based strategic communication planning for behaviour development, social mobilization, participatory communication, and research, is required.
  • A minimum of 5 years of progressively responsible professional work experience at national and international level, in Social and Behavioural Change (SBC) and Community Engagement (CE) programme management and leadership is required.
  • Wide experience in application of SBC and CE theories, practices, models and messages, with a special focus on an integrated approach to SBC and CE programming at national and sub-national level is required
  • Experience working in a developing country is considered as a strong asset
  • Background and/or familiarity with emergency is considered as an asset
  • Technical expertise planning and facilitation of research, monitoring and evaluation: qualitative and quantitative data collection, analysis and interpretation, programme quality assurance and control, financial management is required.
  • Knowledge of and experience in application of innovation for SBC is desirable.

Language:

  • Fluency in English, both strong verbal and written skills, is essential.
