The SBC consultants will provide support to the the programme for polio, COVID-19 and other outbreak response as well as strengthen routine immunization efforts.

How can you make a difference?

Scope of Work:

The consultants will complement the Field Office EPI and Health teams to provide technical support on polio, SIAs, routine immunization activities, Covid-19 response and health emergencies to the state, regional and districts MoHs and NGOs implementing UNICEF supported activities. Under the direct supervision of Health Managers in the respective UNICEF Field Offices/States, the consultants will be responsible for coordinating and focus on SBC activities through the following key responsibilities:

• Identify, build and maintain partnerships through networking and proactive collaboration with strategic partners, e.g. academia, social networks, celebrities, journalists, media, all sectors/levels of society and critical audience to reinforce cooperation and/or pursue opportunities for C4D advocacy to increase community confidence and acceptance of COVAX, Polio and other vaccines.

• Coordinate the implementation of high-quality and innovative community and public engagement and participation through integrated SBC approaches aimed at mobilizing and garnering household, community and public support and acceptance of vaccination, along with the adoption of critical lifesaving, care and protective practices (e.g., mask wearing, handwashing, physical distancing).

• Provide technical inputs and quality control in the development, testing, production, distribution and dissemination of appropriate information, education and communication materials for maximum audience reach and impact in consultation and collaboration with internal and external partners.

• Carry out presentations/advocacy activities with/for a wide range of constituents, stakeholders, partners and communities to encourage/promote engagement and dialogue, inclusion, and participation in BSC activities.

• Collaborate with Government and other partners to harmonize, link and/or coordinate messaging and use of multiple media and communication platforms to enhance SBC outreach.

• Support the country office and field office health and EPI teams to monitor the SBC component of the NDVP, manage and report on vaccine rumors, hesitancy, and refusals, as well as promote cross-border surveillance and response activities.

• Collect information on the coordination mechanisms that are available in your locations and where needed represent UNICEF in these coordination meetings

• Collect information on any displacements and new arrivals and share with the UNICEF Program Coordinator in the state capital and OCHA

• Support in the monitoring of UNICEF responses to the ne displacements, identifying gaps and opportunities for scale up in coordination with UNICEF partners and Program coordinator.

• Support assessments for new displacements as needed and when requested by UNICEF program coordinator

• Document any gaps in UNICEF programs in sites where regular monitoring is done (including in health facilities, schools and at community level/IDPs)

• Support in monitoring of supplies in facilities visited (including health and nutrition supplies) and where there is a regional supply hub, support in gap analysis for supplies

• Monitor/track the use of resources as planned and verify compliance with organizational guidelines, rules and regulations and standards of ethics and transparency.

• Conduct other activities that may be assigned

• Make recommendations to the Program coordinator to address critical program gaps identified including quality and capacity development

To qualify as an advocate for every child you will have…

• A first level university degree with a minimum of 2yrs in Social & Behavioral Sciences, Public Health or Health Education, Medicine, Journalism & Mass Communication or other relevant field.
• Technical evaluations with emphasis on working with participatory communication, risk communications, planning design, development and implementation of SBC activities, social mobilization and community engagement activities, participatory research, monitoring impact evaluation, social listening, and knowledge in capacity development.
• Fluency in Somali and good command of written and spoken English is required.
• Developing country work experience and/or familiarity with emergency is considered an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
