Despite the economic growth of the last decade, the level of food insecurity has been stagnant over the past five years in Armenia. Although the situation is improving for a large share of the population, those worst off are being left behind, demonstrating significant disparities and uneven territorial development in Armenia.

In response to these challenges, WFP Armenia Country Strategic Plan (CSP) 2019 – 2025, building on past and current experience gathered in the implementation of its flagship activity since 2010 namely, the school feeding programme, foresees significant strategic investment in the establishment of a comprehensive and strategic response to food insecurity, malnutrition, and poverty.

In light of implementation of the above-mentioned range of activities, and in addition to this the rapidly evolving and ongoing current situation with the COVID-19 pandemic, as well as considering the growing workload in HR unit, WFP Armenia is in need of HR Officer. We are therefore seeking a candidate to support the delivery of a professional, client-focused HR services, partnering with managers to implement HR solutions in line with WFP corporate priorities. How can you make a difference?

In this position, you will have to:

1.Food cards tool

1.1 Collect all data of business processes of the food card

1.2 Analyze and document the data related to the implementation for 13,000 beneficiaries in 6 regions of Armenia, as the fundamental case that will help formulate standard operating procedures for the ’food card” tool

1.3 Draft the SOP in consultation with the Unified Social Service, MLSA, WFP and other relevant stakeholders such as the financial service provider

1.4 Review relevant legislative documents and provide input on compliance and non-duplication of SOP content

1.5 Provide expert advice and support in designing food security assessment methodology that includes filters for modality selection based on needs (restricted/ unrestricted cash, in-kind support/commodities,other)

1.6 Use international best practices to inform the entire workflow

1.7 Work closely with the legal expert to formulate all produced content

1.8 Support MLSA team in presenting the protocols and related content to other stakeholders

2. Social ambulance program

2.1 Collect and analyze data on current set-up and implementation of the national social ambulance program

2.2 In consultation with MLSA, MTAI and other respective stakeholders, design an updated SOP for the social ambulance program, including its storage system and fundraising mechanisms

2.3 Use international best practices to inform the design process and introduce shock response and rapid top-up mechanisms for external stakeholders

2.4 Work with Nork Foundation, MLSA and Unified Social Service to upgrade the food bank platform and respective policies for integrated operationalization.

Education: University Degree in Social Sciences, public policy, or relevant field.

Experience: At least 7 years of progressively responsible experience in expert work in social protection, specifically social assistance programs. Knowledge of shock response/ rapid response settings and mechanisms. Good understanding of targeting, registration and needs assessment concepts. Knowledge of food security and nutrition concepts.

Knowledge & Skills: Strong analytical, written, and oral communication skills, excellent interpersonal skills, and ability to work in a team; ability to plan and organize work with minimum supervision; ability to work under pressure and meet tight deadlines. General knowledge of UN system policies, rules, regulations, and procedures is desirable.

Languages: Fluency (level C) in English and Armenian languages. Working knowledge (level B) of Russian language is desired.
