This UNV assignment is part of the UNICEF HQ SBC unit in Programme Group Leadership team to advance SBC Digital Engagement approaches, with a focus on scaling up the Internet of Good Things (IoGT) platform. Launched in 2015, IoGT is a mobile-ready, data light, website platform designed for feature and smart phone users. It supports UNICEF and partners’ social and behaviour change (SBC) programming and bridges digital divides to make life-improving – and sometimes life-saving – information widely accessible. Aimed at adolescents and youth, frontline workers, parents and caregivers, the platform is available for free, without data charges, in many countries through partnerships with mobile network operators (MNOs) and Meta Free Basics. IoGT addresses affordability barriers by functioning fully on most web-capable feature phones and by providing a data-light experience that reduces data use (and costs) by up to 97 per cent compared with other websites.

The platform reduces access challenges by being screen reader compatible and enabling multiple people sharing a single device to have individual accounts. It addresses literacy barriers by being designed with first-time internet users in mind, with simple design elements, easy navigation and the flexibility to customize features and incorporate audiovisual content.

As of November 2023, IoGT operates in 45 countries and in 23 languages. It is ‘zero-rated’ (free for end users) in 11 countries through MNO agreements, and in additional countries through Meta Free Basics. IoGT has had 45 million users12 since it launched in 2015. UNICEF uses IoGT to support its SBC programming in areas including: maternal health; hygiene; emergency information on diseases such as yellow fever, polio, cholera and COVID-19; HIV and sexual and reproductive health advice for adolescents; internet safety and positive parenting techniques; and other topics aligned with programming priorities and SBC mandates of each Country Office.

Within the delegated authority and under the supervision of the UNICEF SBC Digital Engagement Specialist or his/her designated mandated representative(s), and in close collaboration with all SBC team members in HQ and programme sections, the UN Volunteer will undertake the following tasks:

Support the Scale-up of IoGT as a core UNICEF SBC Digital Engagement platform through:

I. Integration - Support the roll out and expansion of IoGT among UNICEF country offices, ensuring strategic integration with programme objectives at scale. - Sustain existing efforts to integrate the Internet of Good Things among programme results frameworks. - Expand programme staff understanding at HQ, RO and CO levels of the modalities by which IoGT may support programme delivery. - Partner with country offices and/or programme teams to implement, document and promote novel use cases of IoGT. - Coordinate and conduct quarterly IoGT calls with regional and in-country focal points. - Support and coordinate efforts from HQ, RO and CO colleagues to draft and deploy new pre-packaged programme-driven content for IoGT.

II. Engagement - Provide direct oversight of IoGT’s product development roadmap and all coordinated deliverables. - Engage Focal Points and programme staff for routine feature requests. - Support oversight of IoGT technical support from UNICEF’s ICT-Department and associated vendors.

III. Sustainable Scale - In close coordination with the supervisor, collaborate with the Office of Innovation (OoI) to promote the value-add of IoGT through documentation, contributions to funding proposals for IoGT. - Work alongside SBC team members and UNICEF partnerships to strengthen public and private sector partnerships for IoGT.

IV. Credibility - Draft presentations on IoGT-associated results and lessons learned to be delivered at SBC, OoI or programmatic forums. - Conduct periodic reviews of IoGT regional and in-country approaches against the principles for digital development. - Produce annual SBC M&E report, or when required, associated to Digital Engagement metrics.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities;
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/expected outputs:

As an active UNICEF HQ SBC team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNICEF COs and IoGT users in the accomplishment of her/his functions, the incumbent will be contributing toward the following key results:

o Functioning of the Internet of Good Things is facilitated and the smooth and effective delivering of its work programme is enables towards achievement of overall SBC objectives and results. o Effective digital engagement products and programmes for social and behavior change through IoGT are designed and implemented. o Reports related to technical support provided to Regional Offices and Country Offices generated and processed. o Knowledge pieces and working documents on IoGT are produced to inform decision-taking by UNICEF SBC management. o Capacities of SBC Digital Engagement for SBC personnel strengthened. o A final statement of achievements towards volunteerism for peace and development during the assignment is provided, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

Experience in the coordination of multi-regional/multi-country initiatives in developing countries is required. Experience with UNICEF is an asset, as is experience working in the UN or other international development organization;

As this is an International UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.

UN Volunteer entitlements and allowances: The purpose of the allowances and entitlements paid to UN Volunteers is to enable UN Volunteers to sustain a secure standard of living at the duty stations in line with United Nations standards without incurring personal costs. The allowances are in no way to be understood as compensation, reward, or salary in exchange for the UN Volunteer’s service.
