This position is based in Kropyvnytiski and the selected candidate will be expected to work on-site. However, depending on the security conditions and advisory, h/she will be required to relocated within Ukraine.

KEY RESPONSIBILITIES

Summary of key functions/ accountabilities:

  1. Technical support for field office on the development and implementation of SBC approaches, including experimentation/innovation and measurement.
  2. Conduct and/or participate in comprehensive SBC situation analysis of social, cultural, economic and political issues in the local areas. Assess/synthesize qualitative and quantitative information, data and evidence to support the establishment of comprehensive and evidence-based information for supporting development and planning the SBC components of the Emergency Response Plan and Work plans.
  • Participate local programme planning and reviews, when requested, to contribute to discussions on the underlying and contextual issues to be addressed (e.g. policies, gender/children inequality, cultural/social behavior etc) to ensure the successful and sustainable delivery of programme results and provide technical recommendations on approaches, strategies and plans of action for SBC to promote behavioral and social change.

  • Collaborate/consult with a wide range of local partners and stakeholders to ensure synergy, integration, coherence, and harmonization of SBC activities with UNICEF, including in humanitarian response.

  • Support, facilitate and coordinate roll-out of the SBC strategic interventions at local level, coordinate activities implementation with local partners and relevant local stakeholders.
  • Support and facilitate dissemination of information materials in the selected areas/region, ensure its coordinated with various programmatic activities and partners.
  • Support/conduct regular mapping of local community networks (incl social media) and facilitate they are included/engaged in the SBC local activities where necessary.
  1. Advocacy, networking and partnership building
  • Identify, build and maintain partnerships through networking and proactive collaboration with strategic partners on the ground, including academia, local authorities, media. Pursue opportunities for SBC advocacy to strengthen local capacities for behaviour and social change communication and promote UNICEF mission and goals for child rights, social equity and inclusiveness.
  • Collaborate with local partners to promote human-rights based approaches to social and behaviour change, including experimentation and innovative approaches (rapid prototyping, digital methods for reaching the underserved, human-center design for local solutions etc.)
  1. Facilitate implementation for AAP portfolio at local level
  • Support implementation of various needs assessments at local level, including initiating specific assessments for information and services needs among local population.
  • Coordinate feedback mechanism roll-out/implementation at local level, coordinate its related partnerships and ensure quality control.

To qualify as an advocate for every child you will have…

  • Bachelor's degree in one of the following fields is required: social and behavioural science, sociology, anthropology, psychology, education, communication, public relations or another relevant technical field.
  • A minimum of two years of relevant professional experience in one or more of the following areas is required: behaviour change communication, public advocacy, communications and media, social development programme planning or another related area. Relevant experience in a UN system agency or international organization is considered as an asset.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in Ukrainian and working knowledge of English is required.

UNICEF appointments are subject to medical clearance. Issuance of a visa by the host country of the duty station, which will be facilitated by UNICEF, is required for IP positions. Government employees that are considered for employment with UNICEF are normally required to resign from their government before taking up an assignment with UNICEF. UNICEF reserves the right to withdraw an offer of appointment, without compensation, if a visa or medical clearance is not obtained, or necessary inoculation requirements are not met, within a reasonable period for any reason.
