The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in every-thing the organisation does — in programmes, in advocacy and in operations. The equity strategy, emphasising the most disadvantaged and excluded children and families, translates this commitment to children’s rights into action. To the degree that any child has an unequal chance in life — in its social, political, economic, civic and cultural dimensions — her or his rights are violated. Social and Behaviour Change in UNICEF is a cross-cutting programme strategy that analyses and addresses the cognitive, social and structural determinants of individual practices and societal changes in both development and humanitarian contexts. SBC uses the latest in social and behavioural sciences to understand people, their beliefs, their values, the socio-cultural norms and the economic and institutional contexts that shape their lives, with the aim of engaging them and in-creasing their influence in the design of solutions for change. SBC brings social and behavioural evidence generation together with participation in community-led and human-centred processes. SBC is at the core of UNICEF’s mandate, with corporate results across sectors revolving around behaviours like immunisation, feeding practices, learning, hygiene, and positive discipline, as well as transformations across sectors needed to make societies more inclusive, equitable and peaceful. UNICEF SBC employs a mix of approaches, including community engagement, strategic communication, applied behavioural science, service delivery improvement, systems strengthening, social mobilisation and policy advocacy to advance child rights, survival, development, protection and participation

Under the general guidance of the SBC Specialist and the Chief of Communication and Advocacy, and in close collaboration with Programme, the Social and Behaviour Change UNV YOUTH is ac-countable for supporting the design, monitoring and evaluation of evidence-based, inclusive and innovative SBC strategies in support of the country programme goals. Also, s/he provides communication and advocacy support for humanitarian action, including content production, brand visibility and media engagement. Support to strategy design and development of SBC activities and participation mechanisms in both development and humanitarian contexts  Participate in conducting comprehensive SBC situation analysis of social, cultural, economic, communication and political issues in the country/region. Collect and synthesise qualitative and quantitative information and data to support the establishment of comprehensive and evidence-based information for developing and planning the SBC component.  Collect, draft and/or organise materials and related documentation for SBC strategies and plans  Support SBC activities on the CO to achieve measurable behavioural and social change.  In collaboration with internal and external partners, provide operational and technical sup-port to the design of SBC strategies, to ensure maximum outreach and impact on behav-ioural and social change of target audience, including migrants, refugees, indigenous population and people living in other humanitarian contexts.  Carry out SBC activities and recommend operational strategies, approaches, plans, methods and procedures.  Follow up on the production of SBC materials to ensure technical quality, consistency and relevancy of communications materials that are developed, produced and disseminated to target audience (e.g. individuals, communities, government officials, partners, media etc).

Advocacy, networking and partnership building for humanitarian action  Support collaboration with civil society organisations to reinforce cooperation through engagement, empowerment and self-determination of affected populations, ensuring appropriate visibility of UNICEF and partners in the field.  Collaborate with internal local, global/regional communication partners to give visibility to children and families affected by humanitarian contexts.  Provide timely humanitarian action-focused content and communication support for the national, regional and international online platforms.  Support the production of communication materials of UNICEF’s Emergency Response (e.g. briefing notes, images, video, web pages etc.) that meet the country and global standards  Assist in drafting and editing articles, press releases, human interest stories and other advocacy/information materials for both web-based and traditional media, as appropriate.  Recommend established contacts, networks, resources and processes to support communication activities.

Innovation, knowledge management and capacity building  Institutionalise/share best practices and lessons learned/products with global/local partners and stakeholders to build the capacity of practitioners/users.  Support capacity-building initiatives to enhance the competencies of clients/stakeholders/partners across programme sectors in SBC. Develop training materials for training activities, and revise them periodically for improvements and updates

communication, print and broadcast media, or interactive digital media (practical professional work experience ). • Work experience in community engagement, fostering civic participation of vulnerable groups, in particular adolescents, is an asset. • Good writing and communication skills in Portuguese. • Knowledge on children’s rights issues is an asset.

Brasilia is a family duty station and classified A (hardship). The living conditions in Brasília are good as well as the access to health services. The accommodation facilities are in general good, and the choice is wide.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging their own housing and other living essentials. National UN Volunteers are part of the malicious insurance plan.

Brazil is security level 3 (moderate). United Nations Department of Safety and Security UNDSS Brazil advises to exercise a high degree of caution in Brazil due to high levels of serious and violent crime, particularly in major cities. Violent crime as muggings, armed robbery, kidnappings, and sexual as-sault, is very high. Avoid shanty towns (favelas) in the big cities and if you are attacked or robbed, do not resist. Demonstrations can occur at any time and may turn violent with little or no warning. All United Nations personnel must scrupulously comply with UNDSS procedures and recommendations during their assignment in Brazil. For missions in rural areas or indigenous reservations, special procedures may apply; UN personnel should consult with the local DSS office in advance.
