UNICEF is supporting the Government of Jordan, in collaboration with its partners, to promote child rights, knowledge, behavior and social change for children, with a particular focus on disadvantaged communities.

Through its Behavior and Social Change component, UNICEF programme is supporting the government, civil society organizations, and community leaders to promote child rights and implement positive social and behavior change programmes.

Social & Behavior Change Communication (SBCC) is one of the key strategies used by UNICEF to put children at the forefront of the public agenda and to foster an open dialogue on child rights among decision-makers, partners, children, adolescents, and communities. UNICEF uses social & behavio change communication to accelerate programme results, raise awareness on the rights of the child, promote the adoption of positive behaviors and social norms, and the creation of enabling environments where children can survive, thrive, learn, and develop their full potential. UNICEF uses various communication and non-communication approaches to ensure that children are at the center of all its interventions, which include community & adolescent engagement, social mobilization, human-centered design, and collective change.

The assignment will be based in Amman, with periodic travels to other governorates, including the refugee camps.

National UN Specialist Volunteers in Jordan are entitled to:

  • Monthly Volunteer Living Allowance (VLA) at the amount of JOD 1,068.5;
  • Annual and learning leaves;

The Social & Behavior Change Officer will report to the Social and Behaviour Change Specialist for general guidance and supervision to undertake activities in the following areas:

1) Support to strategy design and development of S&BC activities

Participate in country programme planning and reviews to contribute to discussions on the underlying and contextual issues to be addressed (e.g. policies, gender/children inequality, cultural/social behavior, etc) to ensure the successful and sustainable delivery of programme results and provide technical recommendations on approaches, strategies, and plans of action for SBC to promote behavioral and social change. Prepare or provide quality assurance on materials and related documentation for SBC strategies and plans.

2) Implementation of S&BC activities

Collaborate with, advise and/or consult internal partners and external partners to design S&BC strategies, including formulation, production, and testing materials to organize S&BC events and activities to ensure engagement and participation of key audiences, and maximum outreach and impact on behavioral and social change, including in humanitarian response.

Identify, establish and maintain active interaction/relations with media, academia, and other strategic partners to communicate/advocate UNICEF’s competencies and achievements to ensure their engagement, interests, and support in promoting social/political engagement for political action on children’s rights, and measurable changes in social and behavioral outcomes.

Support M & E and Evaluation exercises, including country programme previews, meetings and mid-term/annual reviews to assess/report on efficacy/outcome of SBC on UNICEF and CO Strategic Plans/Goals.

3) Technical and operational support Collaborate with internal CO colleagues to contribute to the development of strategies, approaches, policies and the planning of SBC initiatives in support of programmes/projects implementation and delivery of results, including the humanitarian response.

4) Advocacy, networking, and partnership building

Provide support in identifying, building, and maintaining partnerships through networking and proactive collaboration with strategic partners, e.g. academia; social networks; celebrities, journalist, media, all sectors/levels of (socially aware) society, and critical audience to reinforce cooperation and/or pursue opportunities for S&BC advocacy to promote UNICEF mission and goals for child rights, social equity and inclusiveness.

5) Innovation, knowledge management, and capacity building

Institutionalize/share best practices and knowledge learned/products with global/local partners and stakeholders to build the capacity of practitioners, and disseminate these products to key audiences including donors and partners. Support in organizing/implementing capacity-building initiatives to enhance the competencies of clients/stakeholders/partners (government and non-government) in SBC planning, implementation and evaluation in support of programmes/projects including in humanitarian settings.

Amman, the capital, is a peaceful city with over four million residents. People are friendly to visitors. Services in terms of banking, transportation, health and communications are easily available. Though Arabic is the official language, English is widely spoken among the majority of the population, especially in Amman. Road network is good both in terms of spread and quality of the roads. Public transportation in Amman is limited. Taxis are relatively cheap and easily available. There are a number of shopping malls, restaurants, gyms, and cinemas. A large variety of accommodation options can be found; however, it is worth noting that prices in Amman have generally increased in the past few years. There are no specific security threats. Amman is a very easy city in which to live; large, many amenities, very modern and serviced by an international airport with direct flights to most capital cities. According to the assessment of the UN Department of Safety & Security (UNDSS) Jordan is a family duty station (category A hardship).

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. National UN Volunteers are part of the insurance plan.
