The war in Ukraine poses an immediate threat to the lives and wellbeing of the country’s 7.5 million children. At least ten oblasts (Kyiv, Chernihiv, Sumu, Kharkiv, Kherson, Zaporizhzhya, Mykolaiv, Dnipro, Donetsk and Luhansk), including the capital city of Kyiv, have been officially claimed by the government as heavily contaminated territories by mines and unexploded ordnance (UXOs) and improvised explosive devices. Even though the State Emergency Service of Ukraine is addressing this problem by disposing of unexploded ordnance in the government-controlled areas, much of it remains to be cleared and by rough estimation of Mine Action actors, approximately the decade will be needed to clear the contaminated territories. The clearance is a lengthy process and unfortunately, landmines and UXOs keep taking their toll among the civilian population living in the most affected areas. According to OHCHR data every month around 18 death and 20 injured cases caused by landmines and explosive remnants are recorded.

In order to address these problems UNICEF needs to continue comprehensive programme on explosive ordnance risk education (EORE) and disaster risk reduction (DRR) focused on behaviour change communication and promotion of safe behaviours among children, caregivers and educators in affected areas of Ukraine.

How can you make a difference?

Purpose of assignment:

The SBC Consultant with solid technical expertise in EORE as well as social and behavior change communication is urgently needed due to support the programme interventions.

The consultant will support interventions within Outcome on Social and Behaviour Change Emergency Response on Child protection (EORE) with the following tasks:

  • Provide technical expertise and inputs to the content development for EORE trainings (including Training of Trainers (TOTs) for educators, volunteers and CSOs on delivering EORE to children; for design of researches on EORE and DRR.
  • Provide support to EORE WG by coordinating regular monthly meetings, preparing agenda based on needs of EORE actors, governmental entities, national authorities and other stakeholders, keeping minutes and sharing action points with all partners, following up on partner’s individual requests related to capacity building, knowledge sharing.
  • Support to development of online-course for strengthening capacity of governmental entities on delivering EORE to children as well as development of online-lesson for educators and establishing network on UNICEF’ EORE trainers among educators.
  • Provide support for the institualization of the EORE lesson in schools and out-of-schools facilities in partnership with the Ministry of Education and Science and local government.
  • Provide support to development of information, education and communication (IEC) and edutainment materials, digital campaigns and other behaviour change interventions on EORE, DRR.
  • Provide inputs to internal reports on project implementation.

The consultant will work under the supervision of the UNICEF CO SBC Specialist.

Support to coordination of EORE Working Group led by UNICEF, development of agenda, holding meetings, circulation of updates from participants and stakeholders, collection of inputs, coordination and follow-ups with stakeholders, providing reports and updates to Mine Action Sub Cluster, Child Protection Cluster, international EORE WG, international Mine Action events and meetings.

3. Development of online lesson for educators and establishing network on UNICEF’ EORE trainers among educators. Institualization of the EORE lesson for schools in partnership with the Ministry of Education and Science and local governments. Development of concept of supportive supervision and monitoring of network’ efficiency mechanism, coordination of its implementation and strategic plan of its further promotion.

5. Development of IEC and edutainment materials, digital campaigns for behavior change campaigns and programmes on EORE, disaster risk reduction (DRR), conflict preparedness and protection. Ensure production quality and advise on messaging, design and promotion.

Minimum requirements:

Education

  • An advanced university degree in one of the following fields is required: Communication, Sociology, Social Science, Journalism.

Professional experience

  • Minimum 8 years of relevant experience in communication and 4 years+ in social and behavior change in mine risk education.
  • Experience in behavior change communication in mine action field and design and implementation of research within emergency response required.
  • Solid experience in cooperation with international organizations on emergency response would be an asset.

Language

  • English - Proficient [C1]
  • Ukrainian - Proficient/Native [C2]

    Skills and competencies

  • Understanding of development and humanitarian work, mine action field and conflict preparedness and protection.

  • Proven experience of working with national government institutions
  • Experience in development of IEC materials and work with creative agencies.
  • Good organizational skills, ability to manage complexity and multicultural environment

Please provide an all-inclusive financial proposal to carry out the deliverables listed above.

i Costs indicated are estimated. Final rate shall follow the “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee. Consultants will be asked to stipulate all-inclusive fees, including lump sum travel and subsistence costs, as applicable.

Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
