UNICEF Kyrgyzstan is implementing a three-year project titled STEM for Girls (STEM4Girls) in partnership with Cle de Peau Beaute. This project aims to improve education and job prospects for adolescent girls in STEM (science, technology, engineering and mathematics) areas through supportive school, family, and community environments. Three implementing partners have been selected to lead their respective components of the project, namely: 1) peer training and learning reaching 30,000 adolescent girls, engaging 10,000 parents and caregivers, mentorship programme, 2) policy advocacy for improved STEM education for girls and boys, 3) teacher training for effective teaching of STEM and gender-responsive pedagogy.

UNICEF is starting two new initiatives closely linked to STEM4Girls project, jointly referred to as Skills for Girls Initiatives. First, in partnership with local technical universities, UNICEF will identify 50 girls to undergo training on how to build a nanosatellite and use it to conduct interactive sessions in schools reaching 500 schoolchildren within a sub-regional initiative with Kazakhstan and Uzbekistan Country Offices. Second, the Country Office will adapt and co-design the Oky app for girls using girl-centred design methodology for further testing and finalisation. Oky app is the first-of-its-kind open-source mobile phone period tracker and menstruation education application co-created with and for girls. Oky is built together with girls to meet their digital realities (connectivity, devices, literacy, gatekeepers) and increase girls’ digital literacy while learning about their bodies, puberty, and reproductive health.

The consultant will ensure the day-to-day management of the STEM4Girls project and the two Skills for Girls initiatives: Girls Satellite Launch and Oky App.

How can you make a difference?

The consultant will report to the UNICEF Gender Programme Officer. They will be expected to work in close coordination with the Disaster Risk Reduction (DRR)/Gender Programme Associate, Communications Officer, and other relevant UNICEF colleagues, partners and stakeholders at the national and regional level. He/she will have the following tasks:

Programme Management and Coordination:

  • Provide overall coordination and undertake the day-to-day management of the Skills for Girls portfolio,
  • Lead regular planning and coordination meetings to ensure timely implementation of activities and linkages between Skills for Girls initiatives and the three components of the STEM4Girls project implemented by different implementing partners,
  • Establish and/or strengthen partnerships with Government, private sector, and civil society partners;
  • Provide updated information about the status and successes of the two initiatives to State partners and other stakeholders
  • Conduct orientation training and other capacity-building activities for Implementing Partners (IPs) on UNICEF processes and reporting requirements in collaboration with the UNICEF team as necessary;
  • Lead selection of franchise partner for Oky app
  • Track progress to ensure timely and quality results and monitor funds utilisation to ensure funds utilised within agreed timelines;
  • Lead on reporting to the donor and for UNICEF internal reporting processes as per requirements;
  • Review all the products produced by IPs (modules, videos, guidelines, textbooks etc.)

Programme Planning and Implementation

  • Develop consolidated annual work plan, based on the inputs of implementing partners and in collaboration with colleagues and stakeholders;
  • In collaboration with M&E, monitor timely implementation of the logframe and M&E plan as per donor requirements;
  • Conduct training sessions on the situation of girls in Kyrgyzstan and overall gender equality agenda, the introduction of project objectives at training events and workshops organised by IPs;
  • Conduct programmatic visits and plan for assurance activities as per HACT requirements;
  • Develop Terms of Reference for project consultants/experts and project documents with implementing partners as required;

Communications and Knowledge Management

  • Support the implementation of communications and visibility activities as per donor requirements, including learning sessions for girls, identification of speakers, etc.;
  • Support the conduct of sub-regional learning and inspiration sessions “Launch your dream” led by Kazakhstan CO;
  • Plan and conduct donor missions to project sites, including virtual visits;
  • Ensure dissemination of information and lead knowledge management for effective project implementation;
  • Document lessons learned, best practices and success stories as required;
  • Ensure proper filing of all project documents, including M&E and financial records, deliverables and end products.

Perform other duties related to effective implementation of Skills for Girls portfolio as required by supervisor.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Social Sciences, Development or related field *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of five of relevant professional experience in the area of gender equality, empowerment of women and girls
  • Experience with school-based gender-responsive adolescent programming;
  • Work experience in programme planning, management, coordination and implementation;
  • Experience in facilitating partnerships with Government, civil society and private sector required;
  • Fluency in English and Russian is required. Knowledge of Kyrgyz is an asset.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
