**OVERVIEW** ------------ Parent Sector : Culture Sector (CLT) Duty Station: Nineveh Classification of duty station: Mosul Job Family: Culture Type of contract : Non Staff Level : Equivalent to SC 5 Duration of contract : From 1 to 6 months Recruitment open to : Internal and external candidates Application Deadline (Midnight Paris Time) : 19-July-2022 UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism **OVERVIEW OF THE FUNCTIONS OF THE POST** ----------------------------------------- Within the framework of UNESCO’s “Revive the spirit of Mosul” Initiative, UNESCO I looking for two Site Engineers, who will focus on projects related to the rehabilitation of historic houses in the Old City of Mosul. The projects contribute to the overall impact of strengthening the Moslawis capacity to lead the recovery of their city, safeguard their heritage and benefit from a peaceful coexistence. The projects will take advantage of UNESCO’s direct experience in Mosul, being complementary to other projects currently under implementation, and acting at the urban scale: the reconstruction of historical landmarks and the rehabilitation of historical houses, and mainly of the EU funded project. Duties and responsibilities --------------------------- In the framework of the Restoration and Rehabilitation of the House of Prayer project (herewith known as the Project), and under the overall authority of the Director of the Office and the overall supervision of the Head of Culture Programme, the Site Engineer shall manage, coordinate and implement all aspects of the documentation, rehabilitation and reconstruction of the site, be responsible for the technical oversight in the design and management of interventions in the historic building, and contribute to the Project’s outputs with the goal to improve the community resilience and livelihood in the urban areas of Mosul. Under the supervision of Project Officer, the UNESCO Senior Architect and Construction Manager, responsible for production of technical documents on the conservation project, the following tasks, but not limited to, should be performed: a) Coordinate with the UNESCO Managers on quality control and safety plans in line with technical specifications. b) Manage the Site Superintendent in day-to-day activities such as scheduling, subcontractor coordination, safety implementation & documentation, quality control, and material procurement. c) Responsibility for supervision of contractors in the areas of monitoring, change of orders, contract compliance, quality assurance, safety and documentation of all interaction. d) Bring to the attention of Management any deficiencies in quality/safety standards and provide solutions for improving the quality of work. e) Ensure that field reports are to a satisfactory standard in line with Quality Control System and Safety Plan(s). f) Provide to Management a plan of action for rectifying the defects, whenever needed. Coordinate all actions with Team Leader and Management. Brings attention to questions using Request for Information forms and directs through the appropriate lines of communication to determine an answer. g) Report to the Project Officer, Construction Manager/Upper Management any QC related technical issues including but not limited to technical specifications, monitoring, and quality assurance. Generate Request for Information (RFI) and Field Change Notice (FCN) sheet on field or site issues that require immediate follow-up. h) Compare the sites working progress with the contractor’s working schedule and take action to ensure the completion of the work to deadline. i) Maintain detailed information and records of all projects in progress– posts all approved changes resulting from Change Orders, RFI s, Supplemental Drawings, As-Built/Red Lines, etc. j) Ensure that projects are completed to a satisfactory standard before final payment is authorized. k) Ensure that all materials and equipment related to the project meet the required standards and specifications. l) Maintain and regularly update the database with material testing results. m) Supervise projects in coordination with government or local technical personnel and in collaboration with UNESCO field personnel. n) Contribute as required to weekly UNESCO project team meetings. o) Perform any other duties assigned by the UNESCO Chief of Culture Programme, Construction Manager, and Project Officer. Expected results and duration of the assignment ----------------------------------------------- **• Expected results:** Implement UNESCO site supervision and quality control duties; including monitoring of the safety and health plan during construction the conditions of the Projects are followed. **• Expected time-limited duration of the assignment** Six months with a 3-month probatory period, with the possibility of extension, subject to availability of funds and satisfactory performance. Organizational Environment and Partnership ------------------------------------------ **Organizational Environment and Partnership** a) The incumbent will report to the Project Officer, the Construction Manager and the Head of the Culture Unit / Programme Specialist for Culture. The incumbent will be expected to generate actions and work independently and in a semi-autonomous fashion, clearing external actions with his / her immediate supervisor to ensure compliance and harmony with the overall project objectives. b) Internal contacts will involve the immediate project team and supervisor, who in turn reports to the Director of the office. Academic qualifications** • University Degree in Engineering and Degree in Construction related fields **2. Years of relevant work experience** • A minimum of 5 years in construction field, preferably in conservation works. **3. Language requirement** • Excellent knowledge of English language (both written and spoken); • Working knowledge of Arabic. **4.
