The Site Engineer provides the day-to-day management of the implementation of The Rubble Removal and Debris management project which is planned to adopt risk-managed debris removal in a comprehensive approach following the standard operating procedures developed within the debris management working group led by UNDP and UNEP and addressing the different challenges in terms of the availability of land, capacities of the contractors and the logistical need to have an intact operation. Recycling is part of the process to enable reuse in restoring roads and the construction/rehabilitation industry.

The program will benefit all citizens within the target areas, including Internally Displaced Persons (IDPs) and host communities, not only to provide safer access and facilitate humanitarian support but also to prepare for early recovery activities.

The UNDP/PAPP debris management program is based on a four-pronged strategic approach, which prioritizes risk-managed and community-centered solutions to address the urgent needs of Gazans while laying the ground for recovery. 1) Needs-based and people-centered 2) Palestinian ownership and voice 3) Sustainability 4) Risk-managed and adaptive approach.

Under the direct supervision of the UNDP project manager, the UN Volunteer will undertake the following tasks:

• Assist the program team to perform daily supervision tasks for calculation of materials quantities at the different sites and/or factories throughout Gaza strip; to ensure that materials quantities are coordinated and properly handed to the different sites using the standard templates and matrices to comply with the original contract and delivery in a timely manner; • Support the implementation of field activities to accomplish daily tasks related to the Rubble Removal and Debris Management Project including transferring the material, sorting and crushing and any other related tasks. • Assist the Program Implementation Unit team in preparing reports as well as coordination with procurement team to get all material related to ongoing activities on sites. • Maintain a proper filing system for all sites related documents that conforms to the requirements needed for successful material control process; • Maintain a proper filing system for all sites related documents to document all site activities during the life cycle of respective contracts; • Follow up on the time schedule for implementation and raise relevant issues to senior supervisor. • Follow up on different materials testing and relevant approvals. • Re-measure the implemented quantities on site to facilitate payment to contractors. • Inspection of materials submittals and follow up the approval process till finalized. • Perform other related duties as may be assigned by the supervisor.

Furthermore, UN Volunteers are encouraged to:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; network and build relationships with local organizations, groups or individuals, and support and/or participate in local volunteering initiatives; reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities. • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; initiate and/or participate in local volunteer groups, including assisting them in submitting stories and experiences to the World Volunteer Web site; • Promote or advise local groups on the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible; • Encourage, mobilize and support co-workers, fellow UN Volunteers and members of the local community to play an active part in peace and development activities on a voluntary basis; • Discuss with supervisors how volunteerism for peace and development can be mainstreamed in the assignment and integrate activities promoting volunteerism into work plans;

At least 5 years of professional work experience at the national and/or international level in design, coordination, and supervision, of infrastructure projects; experience working in the UN or other international development organization is an asset.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. A 6-month contract with subsequent contract extensions subject to availability of funding, operational necessity and satisfactory performance. A Volunteer Living Allowance (VLA) of IL6251 is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as Exit allowance for satisfactory service.
