  1. BACKGROUND

As the Syrian conflict enters its eleventh year, the impact of the crisis on neighboring countries continues to deepen. To date, Turkey is the home for more than 3.6 million Syrian refugees – of which about half are children – in addition to almost 400,000 asylum seekers and refugees from other countries. Refugee and migrant children are highly vulnerable and at heightened risk of isolation, discrimination, economic and sexual exploitation and child marriage.

The Turkey-UNICEF Country Programme contributes to address these issues through its education, child and social protection components. UNICEF Turkey has been supporting the integration of refugee children into the national Conditional Cash Transfer for Education (CCTE) Program, with a view to improve access and attendance to formal education, in partnership with the Ministry of Family and Social Services, the Ministry of National Education and the Turkish Red Crescent.

The CCTE Program has a cash component, under which a cash transfer is provided to families with a child/children attending school. The program also includes a complementary child protection component currently implemented in 15 provinces and with plans to expand to Adıyaman and the Black Sea Region in 2021. The CCTE for Refugees has a child protection component, aimed at enabling vulnerable children who stop attending school regularly to be referred to a range of child protection services. Working in partnership with the TRC, UNICEF has created child protection outreach teams to ensure that the most vulnerable families eligible for the CCTE are contacted and assessed so that any child protection issues, including violence at home, child labor and risk of child marriage, are identified for referral to specialized services. The outreach teams have worked towards ensuring that families who are enrolled in the CCTE but are unable to maintain the attendance levels required by the program have access to case management services.

For the entry of data to the case management system, TRC has developed an online electronic database for all programmes. The outreach teams of TRC lead case management process through the CCTE CP database which is part of the TRC's integrated database. In order to improve the efficiency of the program’s monitoring and reporting, UNICEF and its partners use different information management tools that facilitate the collection and processing of programme data and information. With the growing size and complexity of the program, the implementing partner needs an enhancement and standardization of all reporting and monitoring in order to minimize the errors associated with data entry, to upgrade and improve control measures that are currently in place, to support consolidation of the data received from the field offices and also, to lead a training to address and minimize these errors.

PURPOSE of the ASSIGNMENT

The consultant will support the Turkish Red Crescent in enhancing the information management (IM) capacity for CCTE CP component in Ankara and field offices and address critical IM needs in systematic data processing for programme analysis, improvement and monitoring purposes. The consultant will also provide direct support to the M&E officers of Turkish Red Crescent in improving and managing key information management tools in order to sustain harmonized, prompt and timely reporting on key programmatic indicators.

According to the needs assessment of the partner and the programme, the Consultant will also provide a training to the relevant TRC staff in order to minimize the errors associated with data entry.

II. DESCRIPTION of the ASSIGNMENT

Within the scope of the assignment, the consultant shall be responsible for the duties given below:

a. Support improvement of the database and data management for CCTE Child Protection Component:

    • Work closely with Child Protection, Monitoring/Evaluation teams and implementing partner of the programme to have a mutual understanding of the indicators definition, database rules and the processing
    • Review and assess the CCTE CP data collection systems, databases and approaches to ascertain whether the existing systems are likely to produce high-quality data over time.

i.e. whether the data quality standards are met, and the data collection methodology is well designed and applied showing that the quality of data is high

    • Provide technical support to the M&E and Program Teams of UNICEF TCO and TRC to improve the existing database and reporting system by addressing:
  1. All the technical glitches, gaps in the data collection, data entry, verification and validation process
  2. Upgrading control measures in the existing data bases (CCTE CP Assessment database and Case management database) to minimize duplicate and incorrect entries.
  3. Upgrade the CCTE CP reporting system to generate accurate reports on the unique number of beneficiaries and number of services i.e. beneficiary level and Activity level accuracy of data and reporting
  4. Assess the probability of the errors at the data entry level and support the TRC M&E and program teams in training of the field staff and Managers
    • Provide inputs in improving the tools and the data entry for the database to comply with the reporting requirements of the M&E framework of the CCTE programme
  5. Support the partner in developing the Data Quality Procedure for Data Quality Assurance and examine:
  6. Data collection instruments; data entry and output level reports
  7. Data base structure
  8. Linkages of the Assessment and Case management Databases of the CCTE CP
  9. Assess the control measures in place identifying area of improvement in the measures
  10. Data collection/ data entry process at field level
  11. Verification and validation of the reported data

  12. Assess the training needs of the data entry staff, verification process and prepare

instruction manual for them

  1. Data management and data reporting system of CCTE CP
    • Support data cleaning exercise to ensure that the data is reliable and validated where required
    • Ensure that the data received from the field teams is properly consolidated at central level through support to HQ team and improve the data management at central level according to the needs of the programme monitoring
    • Conduct training to all key CCTE field staff and M&E staff of the implementing partner in effective data management and use of key data management tools

The Consultant will adopt the following 3 criteria to ensure DQA of the CCTE CP data. The DQA assesses the data in terms of the following 3 criteria and provide necessary solution/ technical input to ensure that the system works effectively:

Validity

Do the data clearly and adequately represent the intended result?

Reliability

  1. Are the data collection and analysis processes clear and are these consistently applied over time?
  2. Are these methods consistently applied to ensure the same procedures are followed every time?
  3. Has the data been collected through a consistent process (i.e. tools and methods are not changed over time)?
  4. What is the quality of the data collection tools?

Integrity

Do the data collection, analysis and reporting processes have clear mechanisms in place to reduce manipulation, duplication or errors in transcription?

  1. What procedures (if any) are used to check the quality of the data that is reported for the indicator (e.g. spot-checks; data verification etc?
  2. To what extent is there a system/mechanism in place to check in the database for duplication, missing records, transcription errors and manipulation errors, logical errors, and any unusual progress (increase or decrease)?

b. Perform other tasks related to information management as relevant for programme monitoring

Based on the scope of work outlined above, the consultant is expected to produce the following deliverables:

Given the nature of the deliverables, they will have to be produced at different stages throughout the consultancy period. Therefore, payments will be based on monthly reports that will include evidence of progress against each deliverable.

III. LOCATION

Ankara (home based), with visits to some of the CCTE Child Protection Offices in 16 Provinces: Adana,

Mersin, Kayseri, Hatay, Kahramanmaraş, Osmaniye, Mardin, Gaziantep, Konya, Kilis, Şanlıurfa, İstanbul, Ankara, Bursa, İzmir, Adıyaman and the Black Sea Region when necessary.

IV.

SUPERVISOR

The Consultant will work under the direct administrative and technical supervision of UNICEF Child Protection Officer with technical support form PME. The Turkish Red Crescent will also identify a specific supervisor for the consultant who will work in close collaboration with UNICEF.

V.

DURATION & COST of CONSULTANCY

    • Duration: The contract will be effective from the date of signing until successful submission of all deliverables, which is estimated to require a total of 90 person days.
    • Estimated Cost of Consultancy: UNICEF will issue a contract in TL. The financial offer should be submitted using the “Financial Proposal Template” (attached separately). Any expenses such as the administrative supplies, communications, etc. should be borne by the Consultant. The Consultant might be expected to travel to the field offices of TRC to provide support. The fees in the Financial Proposal should include the costs related to these travels as a separate heading and broken down into details (e.g accommodation and travel costs) under Deliverable

6. In total, 7 CP offices (Ankara and 6 other CP offices TBD from the remaining provinces where

the CP component is active) will be visited during a period of 20 days.

    • Payment schedule: Payments will be provided upon submission of completing the activity and as per supervisor’s monthly reports demonstrating satisfactory progress/completion of the deliverables as mentioned above.

VI. QUALIFICATIONS or SPECIALIZED KNOWLEDGE / EXPERIENCE REQUIRED FOR THE ASSIGNMENT

  1. Master’s degree in Statistics, Computer Science, Information Systems or similar discipline required;
  2. At least 5 years of proven experience is required in:
  3. Proven experience in database design and management systems
  4. Quality Assurance, Development of Database, SIT and database other DB testing processes.
  • Proven experience in Quantitative data analysis
  • Proven experience in the use of advanced Excel and at least one statistical computing software such as R, STATA, SAS, SPSS); Experience in social protection management information systems is desirable
  • Proven experience in Data visualization using graphic and mapping software like Tableau or PowerBI
  • Knowledge of language: SQL, and other Database Languages
  • Knowledge of T-SQL, JS and C C# will be an asset
  • Familiarity with Result Based Management is an asset
  1. Previous experience working with the UN and/or international organizations/INGOs in humanitarian response will be preferred;
  2. Proven experience in training medium-size groups is an asset;

LANGUAGE: Fluency in Turkish and English is required.

Please note that the assignment can only be held by an individual consultant. Applications should be submitted in English and should include:

  2. P11 Form, where previous experience in information management is provided in detail.
  3. Sample of an information management tool/report developed by the consultant (i.e. an online survey, an analytical report, a dashboard or interactive map, etc.)

The applications will be evaluated from the technical and financial point of view. Technical aspects will be evaluated using the criteria outlined in the below matrix:

The financial proposals will be opened only for the candidates that reach or exceed fifty (50) points out of maximum seventy (70) points. Thirty (30) points will be awarded to the candidate that presented the lowest fee for the services requested. The remaining financial offers will receive proportional points ([lowest bid/bid] x 30 points).

Only shortlisted candidates will be contacted and advance to the next stage of the selection process.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
